The IT department provides end-to-end technology solutions for the organization, including Application Development, Integration and Management, Enterprise Architecture, User Experience, Quality Assurance & Testing, and overall Product Management. While this role sits within IT, its focus is on partnering with the Measurement, Evaluation, Technology, Accountability, and Learning (METAL) Unit — bringing IT's systems and development expertise to METAL's technology and data priorities. The METAL Unit supports Crisis Response, Recovery & Development (CRRD) in building a culture of strong data and evidence use through stewardship of the Data & Performance Ecosystem, and coordinates the piloting and uptake of innovative technology solutions across four pillars: Global METAL Practice, Technology for Programs, Regional METAL Support, and CRRD Data & Analytics. This role is anchored in Technology for Programs which maintains the tools and systems that support program teams' data collection and use in the field.


Job Overview/Summary

Focused on data collection and program administration technology support, the Software Developer Analyst is a member of the team responsible for developing, implementing, and supporting IRC’s global Data Toolkits and the analysis of the data generated by these products. This includes CommCare, Microsoft Power BI, and Microsoft SQL Server Azure based data warehouse. Working in partnership with staff at various levels and locations, the Software Developer Analyst performs a key role in analyzing, developing, and improving tools and processes contributing to the successful rollout of the Data Toolkits products.

Specific tasks include data platform development, support, configuration, technical assistance and issues routing, second line help desk support, and participation in setting standards for processes, data quality, security, and systems configurations.

Major Responsibilities 

 

  • Design, develop, and maintain Data Toolkits in CommCare
  • Design and build PowerBI Dashboards linked to live CommCare data
  • Review and analyze software requirements, confirm the feasibility and complexity of these requirements, and convert them into estimated developer tasks, validating that each requirement traces cleanly to system design and existing configuration before work begins
  • Provide updates and technology insights/clarifications to the relevant stakeholders
  • Develop and maintain data and metadata definitions, documentation and versioning.
  • Create technical documentation including system diagrams and implementation manuals
  • Implement and maintain data quality processes and development standards
  • Ensure compliance with IRC’s data protection, confidentiality, and security policies
  • Provide Tier-2 and Tier-3 support emerging from Countries and Regional Technology support team for the measurement technology products rolled out.
  • During piloting and rollout, provide training and hyper-support on measurement technology products in close collaboration with the regional technology teams.
  • Any other duties as assigned by the supervisor.

Required Skills

  • Three to six years of experience working in technology domain to develop and rollout data or technology platforms for programs – out of which, at least three years of experience developing, implementing, and supporting CommCare development for large and complex programs.
  • Experience in source code and version control platforms, for example, GitHub, Azure DevOps, or similar.
  • Strong in team development processes including pair programming, shadow sessions, code reviews and other strategies to ensure high-quality programing.
  • Strong code quality assurance practices including unit testing, integration testing, as well as regression testing to ensure quality of the code getting shipped into production.
  • Working knowledge of agile software delivery practices (user stories, backlog grooming, sprint ceremonies) and a demonstrated preference for iterative, requirements-driven development.
  • Ability to effectively communicate in English both in verbal (i.e., day-to-day discussions, team meetings) and written (requirements and design specifications) form, as well as an overall ability to be clear and concise in all communications. More specifically, the ability to clearly explain complex technology issues in layman’s terms and simplify tech-related language depending on the audience/stakeholders is a huge asset.

  • Strong analytic curiosity and innovative problem-solving skills using a system thinking approach.
  • Demonstrable ability to work both independently and in a dynamic, cross-functional team structure.
  • Demonstrable ability to establish and maintain working relationships across all departments and levels of the organization.

Education: 

  • Bachelor's degree in computer science, Information Technology, or related discipline
  • Experience with Databricks, Dataverse connectors, APIs, and Microsoft Azure

This is a remote position open to internal candidates based in countries where IRC operates who have the right to work in their location. Successful candidates will be hired on a local employment contract and according to local salary scale.


This role is open to candidates located and with the right to work in United Kingdom and Kenya.


Compensation: (UK Pay Rate: £49,598 - £60,040/yr). Ranges are based on various factors including the labor market, job type, internal equity, and budget.  Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
