Job Description

Job Title: Project Controller – SSN-AUKUS Programme Integration Office (SPIO)

Location: Bristol / Hybrid

Working Pattern: Full Time / Permanent

Position Summary

We have an exciting opportunity for a Project Controller – SSN-AUKUS Programme Integration Office (SPIO)  in Bristol.

We are looking for a driven, proactive Project Controller to join the brand-new SSN-AUKUS Programme Integration Office (SPIO). The SPIO is a bilateral integrated team of professionals, made up of government and industry from the UK and Australia. Whilst the detailed objectives and construct of the SPIO can be found in the CONOPS (please request via the AusCap team), in summary the main objective is to act as the interface between two separate national programmes by analysing and administering resolution to identified interdependencies.

Because this framework is in its infancy, you will not be stepping into a mature system. Instead, you will be seconded directly into the SDA Bristol-based organisation to "set to work" the SPIO. Your immediate priority will be navigating an evolving environment to design, build, and establish the foundational project artifacts, controls, and governance structures from the ground up.

What you will be doing

  • Establish the SPIO: Build and implement foundational project artifacts, templates, and governance frameworks where none currently exist.
  • Navigate Ambiguity: Proactively identify gaps in processes and design practical, structured solutions to keep the programme moving forward.
  • Customer Secondment: Act as the trusted controls expert embedded within the customer organisation, aligning multiple complex workstreams.
  • Baseline Development: Design and manage Work Breakdown Structures (WBS), integrated master schedules, and baseline controls.
  • Risk & Change Governance: Implement robust risk registers, issues management, and change control processes.
  • Performance Reporting: Create standardised reporting metrics and dashboards to deliver clear performance visibility to senior leadership.

Position Qualifications:

At Rolls-Royce we put safety first, do the right thing, keep it simple and make a difference. These principles form the behaviours that guide us and are an essential component of our assessment process. They are the fundamental qualities that we seek for all roles and for this role we are looking for someone with:

  • Drive & Proactivity: A self-starter who does not wait for instruction, but actively seeks out problems and creates the frameworks to solve them.
  • Comfort with Ambiguity: The ability to remain effective, structured, and calm when requirements, processes, and workstreams are still being defined.
  • The "Builder" Mindset: Proven experience establishing project controls from scratch, rather than just maintaining mature systems.
  • Controls Expertise: Strong background in scheduling, cost control, risk management, and change governance within complex programmes.
  • Stakeholder Influence: Exceptional communication skills, with the ability to manage relationships smoothly while embedded in a customer environment.
  • Technical Proficiency: Experience with industry-standard tools (e.g., Primavera P6, MS Project, or advanced Excel).

To work for Rolls-Royce Submarines you need to hold a Security Check (SC) clearance without any caveats to that clearance.  Rolls-Royce will support the application for Security Clearance if you don’t currently already have this in place.  Due to the nature of work the business conducts and the protection of certain assets we can only progress applications from individuals who are a UK national or, in MoD approved cases, a dual national.

Our vision is to ensure that the excellence and ingenuity that shaped our history continues into our future. Our multi-year transformation programme aims to turn Rolls-Royce into a high-performing, competitive, resilient and growing company. Join us, and it can be your future vision too.

Please be aware that priority will be given to employees identified as being at high risk.

This job is advertised at the grades shown, and this is the desired operating level for this role. We encourage applications from candidates with relevant experience from any grade.

It is advised that you inform your current manager of your application for this role.

Rolls-Royce is committed to being a respectful, inclusive, and non-discriminatory workplace where individuality is valued, diverse perspectives fuel innovation, and everyone can thrive.
