The Program Manager for Quality Assurance / Quality Control will lead the development, deployment, and governance of construction quality management across Micron's U.S. semiconductor fab expansion. This role is responsible for establishing field-executable quality procedures aligned to corporate standards, ISO 9001 principles, and applicable industry codes, ensuring consistent, measurable, and compliant project delivery in support of semiconductor construction, including clean build protocols and phased system turnover.
You will implement structured processes, performance metrics, and oversight mechanisms that integrate quality requirements across all phases of project execution-from planning through turnover. Through program governance, contractor engagement, and continuous improvement, you will drive quality performance, compliance, and predictable outcomes. This role serves as a primary interface between program leadership, and site teams ensuring alignment of quality expectations, and effective implementation of QA/QC plan.

You will implement structured processes, performance metrics, and oversight mechanisms that integrate quality requirements across all phases of project execution-from planning through turnover. Through program governance, contractor engagement, and continuous improvement, you will drive quality performance, compliance, and predictable outcomes. This role serves as a primary interface between program leadership, and site teams ensuring alignment of quality expectations, and effective implementation of QA/QC plan.
Responsibilities
- Lead QA/QC program governance, establishing standards, processes, and controls to ensure consistent execution across projects.
- Develop and maintain Quality Management Plans aligned to corporate standards, regulatory requirements, and lifecycle delivery.
- Define and enforce quality requirements in contracts and execution plans, ensuring alignment across contractors, EPCs, and third-party providers.
- Establish and monitor quality performance metrics, including NCR trends, audit compliance, procedure adherence, and rework, with reporting and dashboards to demonstrate quality plan effectiveness and enable data-driven decisions.
- Support qualification of third-party quality providers, including inspection, testing, and certification agencies.
- Execute field audits, inspections, and surveillances, ensuring compliance with procedures, codes, and quality control requirements.
- Drive continuous improvement across quality management, leveraging audit findings, field data, and lessons learned to enhance performance and scalability.
- Act as quality subject matter expert, partnering across engineering, construction, commissioning, and operations to resolve issues and align execution.
Minimum Qualifications
- Bachelor's degree in Engineering, Construction Management, or related technical field
- 6+ years of experience in construction QA/QC, field inspection, or construction management on large-scale industrial projects
- Demonstrated experience developing and implementing QA/QC programs and managing contractor quality performance
Preferred Qualifications
- Experience in semiconductor, cleanroom, advanced manufacturing, or other high-tech/regulated construction environments (e.g., Oil/Gas)
- Familiarity with ISO 9001 principles, risk-based quality systems, and clean build protocols (e.g., SEMI standards)
- Experience working with third-party testing, inspection, and certification agencies across complex systems
- Proven ability to drive process adoption, training, and compliance in fast-paced, multicultural environments
- Proficiency in data analysis and reporting tools (e.g., Excel, PowerPoint, Power BI, project management platforms)
