SPC oversees firms and individuals (supervision), creates and reviews the rules by which they operate (policy) and identifies and remedies ineffective competition in markets (competition). The Market Intervention - Trading Venues Department, part of the Infrastructure & Exchanges Directorate, is at the heart of the FCA's work to promote resilient, transparent and fair UK financial markets. The team supervises trading venues, develops policy for trading venues and investment firms operating both on-venue and OTC and delivers early, evidence-based interventions to address emerging risks while contributing to UK and international policy.

Within the department, the Trading Policy Team shapes and implements policy across wholesale markets, covering investment exchanges, broker-dealers, proprietary trading firms and commodity derivatives trading firms. Our work spans trading venue requirements, market transparency, algorithmic and high-frequency trading, commodity derivatives and market data.

The team is also responsible for the supervision of the bond Consolidated Tape (CT) and leads the development of the regulatory framework for the equity CT, a significant new market infrastructure that will improve the quality, accessibility and transparency of wholesale market data, support price formation and best execution and enhance market integrity across UK financial markets.

Role responsibilities 

  • Shape the design and lead the delivery of the FCA’s supervisory strategy for the CT, helping improve market transparency, integrity and confidence across UK financial markets

  • Collaborate closely with colleagues across Authorisations, Legal, Trading Policy, Market Oversight and Trading Venue Supervision, building effective partnerships to deliver effective and coordinated regulatory outcomes

  • Lead complex supervisory issues and cases, applying your regulatory knowledge and experience to make informed judgements, provide recommendations and address emerging risks

  • Support, guide and develop team members while helping oversee resources, creating an inclusive, collaborative and high-performing environment

  • Leverage market data, insights and analytics to enhance supervision, build data analytics skills and inform decision-making, improving outcomes for market participants, investors and consumers across the UK

Skills required 

Minimum: 

  • Prior experience of financial services and financial regulation

  • Prior experience of representing an organisation externally in a leadership role on technically demanding issues

Essential:  

  • Thorough understanding of the UK regulatory framework, particularly relating to financial markets, transparency and market data

  • Ability to quickly acquire, source, manipulate and analyse data to inform decision-making

  • Demonstrated ability to evaluate complex issues and make evidence-based judgements, including where information may be incomplete

  • Effective communication skills, with the ability to explain complex issues clearly and succinctly to a range of audiences, including senior stakeholders

  • Clear commitment to collaborative working, with the ability to positively challenge and influence others while providing support and guidance to colleagues
