This role has been designed as ‘Hybrid’ with an expectation that you will work on average 2-3 days per week from an HPE office.

Job Description:

   

Working with the UK and Ireland Sales team, the Social Value and Procurement Framework Specialist helps integrate social value principles into HPE’s operations while supporting the management of public sector procurement frameworks. This role involves monitoring and maintaining social value activities, ensuring framework compliance, and supporting the administration of social value initiatives in contracts and proposals. It also requires expertise in framework administration, managing related tasks, and communicating with stakeholders to ensure smooth operations.

Public Sector Framework Management:

  • Oversee the administration of Crown Commercial Service (CCS) frameworks and other Public Buying Organisations (PBO’s) frameworks, ensuring compliance with regulations and contractual requirements.
  • Keep framework records up to date and monitor performance, providing reports as needed.
  • Manage CCS mailbox, match opportunities with the right internal teams, and facilitate further competition processes.

Support the delivery of Social Value:

  • Help develop HPE’s social value strategy, aligning it with customer and company goals, and sustainability standards.
  • Work with internal stakeholders to identify opportunities for social impact.
  • Promote social value opportunities across the organisation and work with sales teams to create social value projects.

Reporting & Measurement:

  • Develop metrics to assess the social value created by HPE’s projects and ensure reports
  • Prepare reports on framework performance, including metrics like spend tracking and MI reporting.

Compliance & Risk Management:

  • Ensure social value initiatives comply with legal frameworks and sustainability standards.
  • Identify and address risks related to social value initiatives.
  • Assist with managing contracts under CCS frameworks, tracking performance, and ensuring compliance.

Research & Development:

  • Stay updated on trends in public procurement, social value, CSR, and sustainability.
  • Offer insights to improve HPE’s social impact.

Skills & Qualifications:

  • Experience with social value frameworks, CSR policies, or sustainability standards.
  • Understanding of social value trends, regulation and delivery within public procurement.
  • Strong project management, communication, and analytical skills.
  • Proficiency in Microsoft Office (Excel, Word, PowerPoint) and reporting tools like PowerBI.
  • Familiarity with procurement and contract management systems.

Desirable:

  • Familiarity with the UN SDGs, Social Value Act, ESG criteria, or public procurement regulations.
  • Experience in stakeholder engagement or working with non-profits and government bodies.
  • Knowledge of legal compliance standards in the public sector.
  • Knowledge of public sector procurement processes and CCS frameworks
  • CIPS Qualification.

Work Environment:

  • Collaborative and dynamic, with opportunities for cross-functional and global engagement.

The position is possible with 80% part-time OR full-time.
