VP, Senior Managing Counsel, Regulatory - Payments Regulation
The Global Regulatory team is seeking a Vice President, Senior Managing Counsel to lead the Mastercard Transaction Services (MTS) Regulatory team and oversee the regulatory strategy and compliance program for Mastercard's global money transmission and payment services business. Reporting to the Assistant General Counsel, Regulatory, this individual will be a seasoned payments attorney with deep expertise in money transmission, cross-border payments, licensing, regulatory examinations, and compliance program management.
All About You
- Juris Doctor from an established and reputable law school and active bar membership in good standing.
- 10+ years of regulatory legal experience in payments, money transmission, banking, or fintech.
- Deep knowledge of U.S. MTL requirements, MSB regulations, regulatory examinations, and state licensing frameworks.
- Demonstrated expertise advising money transmission, remittance, account-to-account payment, real-time payment, and/or cross-border payment products.
- Experience leading regulatory engagements, reviews, and ongoing relationship management with regulators.
- Dynamic leader with experience managing global teams, influencing executive stakeholders, and driving strategic regulatory initiatives across complex organizations.
- Experience developing and managing related regulatory compliance programs for large bank or non-bank financial institution.
- Experience supporting global payment products and navigating regulatory requirements across multiple jurisdictions.
- Proven ability to partner with product, business, compliance, and risk teams to enable innovative payment solutions while managing regulatory obligations.
- Strong written and verbal communication skills with the ability to engage effectively with regulators, senior executives, and business leaders.
In this position, you will:
- Lead the regulatory strategy and compliance framework supporting Mastercard's global money transfer and account-to-account payment products.
- Serve as the primary regulatory advisor to business, product, legal, compliance, and operational stakeholders on money transmission and payment-related regulatory matters.
- Manage external counsel as necessary, and review and analyze regulatory advice for advancing strategic initiatives.
- Provide regulatory advice to business stakeholders on product development and operational matters, providing subject matter expertise with respect to operational requirements, policies, and procedures to comply with applicable regulatory obligations.
- Drive the design and implementation of compliance management policies and controls to effectively manage the regulatory risks related to account-to-account money transfer activity.
- Provide periodic reports to senior management on emerging regulatory obligations and the state of the regulatory compliance program.
- Coordinate regulatory examinations and management responses.
- Advise on the regulatory implications of new payment products, market expansions, strategic initiatives, and evolving business models.
- Partner with product teams to support the development and implementation of compliant account-to-account payment, remittance, and cross-border money movement solutions.
- Lead, develop, and mentor a global team of regulatory professionals supporting Mastercard's money transfer business.

In line with Mastercard's total compensation philosophy and assuming that the job will be performed in the US, the successful candidate will be offered a competitive base salary and may be eligible for an annual bonus or commissions depending on the role. The base salary offered may vary depending on multiple factors, including but not limited to location, job-related knowledge, skills, and experience. Mastercard benefits for full time (and certain part time) employees generally include: insurance (including medical, prescription drug, dental, vision, disability, life insurance); flexible spending account and health savings account; paid leaves (including 16 weeks of new parent leave and up to 20 days of bereavement leave); 80 hours of Paid Sick and Safe Time, 25 days of vacation time and 5 personal days, pro-rated based on date of hire; 10 annual paid U.S. observed holidays; 401k with a best-in-class company match; deferred compensation for eligible roles; fitness reimbursement or on-site fitness facilities; eligibility for tuition reimbursement; and many more. Mastercard benefits for interns generally include: 56 hours of Paid Sick and Safe Time; jury duty leave; and on-site fitness facilities in some locations.

New York City, New York: $250,000 - $400,000 USD
Atlanta, Georgia: $208,000 - $333,000 USD
Boston, Massachusetts: $239,000 - $383,000 USD
Chicago, Illinois: $208,000 - $333,000 USD
Miami, Florida: $208,000 - $333,000 USD
Purchase, New York: $239,000 - $383,000 USD
