The role

What will you be doing?

Purpose: The Resource Planning Manager is responsible for ensuring the effective allocation, utilisation and forecasting of resources across the organisation's change portfolio. The role acts as the central coordination point between business functions, technology teams, programme delivery teams and senior leaders to balance demand for change initiatives against resource capacity.
The role exists to improve delivery certainty, reduce resource conflicts, optimise utilisation of scarce specialist skills and provide data-driven insights that support investment and prioritisation decisions.

What will you bring?

What you’ll be doing

• Act as the central point for resource requests across change programmes and projects.
• Partner with Programme Managers, Delivery Managers, Portfolio Leads and functional leaders to understand current and future requirements.
• Create and maintain rolling 3, 6 and 12-month capacity plans, identifying constraints, skills gaps and recruitment needs.
• Align resources to agreed business priorities and support the resolution of competing demands.
• Monitor utilisation and recommend changes where teams or individuals are under or over-allocated.
• Provide resource impact assessments for new initiatives and changes in priority.
• Produce clear dashboards, forecasts and management information for senior stakeholders.
• Maintain accurate portfolio resource data and develop meaningful measures of efficiency and delivery performance.
• Establish consistent resource management standards, processes and ways of working.
• Drive continuous improvement and the adoption of effective planning tools and methodologies.

What we’re looking for

• Significant experience in a Transformation Office, PMO, Portfolio Office or Change function.
• Proven experience managing resources across multiple programmes and projects.
• Strong capacity planning, forecasting, modelling and data-analysis skills.
• Experience producing resource forecasts, utilisation reporting and management information.
• Confidence influencing senior stakeholders and resolving priorities in a matrix environment.
• A strong understanding of portfolio, programme and project management principles, governance and change delivery lifecycles.
• Excellent organisation, communication, facilitation and presentation skills.
• The ability to balance immediate delivery needs with longer-term organisational capability.

It would be great if you also have

• Experience in insurance, financial services or another regulated industry.
• Experience supporting large-scale technology and business transformation.
• Experience implementing resource management processes or tools.
• Knowledge of Agile, Waterfall and hybrid delivery methods.
