Public Sector Bid Solutions Manager

Salary: £55,000 per annum, plus company benefits

Contract: Permanent, Full Time

Hours: 37.5 hours per week

Shifts: Monday to Friday 09:00-17:30

Break: 1 hour unpaid lunch

Work model: Hybrid with occasional travel to our Norwich, NR7 OHR and London, W1F 9SJ offices

Williams Lea and TSO seek a Public Sector Bid Solutions Manager to join our team!

TSO is a UK based content publisher, delivering high quality publishing solutions, across multiple formats on behalf of clients to end customers in the UK and globally. Originally specialising in government regulatory publishing, TSO is actively developing new clients in private sector professional publishing.

Job Purpose 

The Bid Solutions Manager works across TSO and Williams Lea to create and articulate solutions that meet the needs of public sector organisations to ensure winning public sector bids. They will support new opportunities, contract renewals and help to identify continuous improvement opportunities within existing clients.

The Bid Solutions Manager will be the internal point of contact for TSO’s publishing and technology solutions, supporting client and business development teams in creating and articulating solutions for tenders and proposals. They will facilitate solution workshops, research and identify solutions, and write clear and compelling content for bids and proposals. This role will work closely with client services teams, business development, pursuit teams, solutions teams and subject matter experts in publishing, content development, technology, sales, marketing and customer services.

Key Responsibilities:

 Collaborate with operations, technology, client management, business development, and marketing teams to develop compelling client solutions to meet client needs

 Be the internal point of contact for information on TSO’s publishing and technology solutions

Maintain awareness and understanding of all solutions offered by Williams Lea

 Maintain awareness of market trends, competitors, client and customer needs and emerging technologies

 Enable opportunity qualification, working with Business Development Directors and public sector operations team to carry out discovery based on tender requirements

 Facilitate solution design workshops with subject matter experts, and lead bid workstreams, creating clear outputs that support bid development

Translate customer challenges and TSO differentiators into win themes

 Articulate solutions clearly in written answers to meet the scoring requirements of public sector bids

 Co-ordinate submissions to public sector frameworks

 Work with subject matter experts and finance to cost solutions and create commercial proposals

 Develop a library of core solutions content for tenders and proposals

Key Competencies and Skills:

Essential:

 Experience of designing solutions for complex client and customer requirements  

 Strong stakeholder engagement and workshop facilitation skills

 Experience supporting bids, tenders, proposals or business development activities

 Strong analytical and problem-solving capabilities

 Excellent proposal writing and presentation skills

 Able to explain complex concepts clearly, accurately and persuasively

 Understanding of technology and digital solutions

 Commercial awareness

Desirable:

Knowledge of UK public sector procurement and bidding processes

Publishing technology background

Formal qualifications in Service Design, Business Analysis, Solution

Architecture, Project Management or related disciplines

Personal attributes:

 Customer-focused

 Innovative and creative in problem solving with strong critical thinking skills

 Focused, with attention to detail, while maintaining a broad business perspective

Ability to manage multiple priorities and work both collaboratively across teams and independently
