Purpose

The Project Engineer will be responsible for developing project scopes and cost estimates, coordinating design and procurement activities, and overseeing construction, installation, commissioning, and validation. The role will ensure that projects are completed safely, meet required quality standards, comply with applicable regulations, and satisfy operational and business requirements.

Key Responsibilities

Project Engineering and Execution

• Manage small projects from feasibility and scope development through design, construction, commissioning, and start-up.
• Provide technical expertise for the construction and mechanical scope of projects, including:
  • Design and technical documentation
  • Procurement support
  • Installation supervision
  • Final inspection
  • Commissioning and validation of new equipment and installations
• Develop project scopes, cost estimates, schedules, and execution plans.
• Support the overall project team in the delivery of larger capital projects.
• Monitor project progress, identify risks, and adapt plans to address changing priorities or site conditions.
• Coordinate contractors, subcontractors, and suppliers to support timely material delivery and adherence to project schedules.

Design and Procurement

• Understanding mechanical drawings (AutoCAD or similar) including:
  • General Arrangements (GAs)
  • Isometric drawings
  • Piping and Instrumentation Diagrams (P&IDs)
  • 3D models
• Lead and participate in design reviews to confirm safety, constructability, operability, maintainability, and compliance with project requirements.
• Prepare scopes of work, enquiry packages and Request for Quotation for Purchasing to issue for competitive bidding.
• Review technical proposals and complete Best Value Option Analyses when evaluating multiple supplier bids.
• Provide technical recommendations to support supplier and contractor selection.

Construction Management

• Manage the mechanical construction scope for assigned projects.
• Prepare and issue required work permits in accordance with site procedures.
• Supervise construction and installation activities to ensure safe execution and required quality.
• Conduct safety briefings for construction teams.
• Verify that contractors comply with approved drawings, specifications, work methods, safety requirements, and quality standards.
• Coordinate site activities to minimize operational disruption and resolve field issues promptly.

Safety, Quality, and Compliance

• Ensure all project activities comply with applicable site requirements, regulations, and standards, including relevant IEC and OSHA requirements.
• Proactively identify, assess, and mitigate safety and execution risks.
• Partner with Operations, Safety, and Quality stakeholders to ensure project solutions comply with business, operational, and regulatory requirements.
• Maintain accurate project, construction, inspection, and commissioning documentation.
• Promote a strong culture of safe execution and quality workmanship throughout every project phase.

Commissioning and Start-Up

• Develop inspection and commissioning checklists for newly installed equipment.
• Coordinate and complete quality, functional, and operational checks.
• Confirm that equipment and installations operate in accordance with approved design requirements.
• Support equipment start-up and transition to Operations.
• Maintain a post-start-up issue list and ensure open items are assigned, tracked, and resolved with urgency.

Job Qualifications

Skill, Capabilities and Expectations

• Extensive on-site engineering experience in the design and construction of projects within a chemical industry, or comparable process-manufacturing environment.
• Strong knowledge of mechanical construction, equipment installation, commissioning, and start-up.
• Demonstrated ability to manage projects from feasibility through final delivery.
• Competence in reading technical mechanical drawings using AutoCAD, including GAs, isometrics, P&IDs, and 3D models.
• Ability to develop project scopes, cost estimates, bid packages, and technical supplier evaluations.
• Experience supervising contractors and managing construction safety and quality.
• Knowledge of applicable safety regulations, engineering standards, and permit-to-work requirements.
• Proficiency with Microsoft Office applications.
• Excellent project planning, organization, and prioritization skills.
• Strong written and verbal communication skills.
• Effective collaboration skills, with the ability to work across the site with internal teams and external resources.
• Self-driven and capable of working under pressure while adapting to changing priorities.
• Please note this is a day-based, rather than a shift-based role, you'll generally work 40 hours per week, however there will be occasions when working outside of these hours will be required.
