About the Role
The Project Controls Manager is a critical leadership role within the Civils Works Programme at Sizewell C. The position provides functional ownership and strategic leadership of all Project Controls activities across one or more multi‑billion‑pound civils sub‑programmes, operating within a complex Client / Alliance delivery model.
SZC Project Controls operates as a centre of excellence, using forward‑looking, integrated performance data to enable successful delivery of one of the UK’s most significant infrastructure projects. This role ensures that schedule, cost, risk, change and performance reporting are fully integrated, assured, and continuously improved — aligned to SZC’s governance and “Digital by Default” ambition.
The Civils Works Programme is delivered through the Civil Works Alliance (CWA), comprising SZC, Laing O’Rourke, Balfour Beatty and Bouygues Travaux Publics, across four major sub‑programmes: Enabling & Earthworks, Marine & Tunnels, Main Civils, Ancillary Buildings, Permanent Roads & Networks
Key Accountabilities
Provide functional leadership for Project Controls (Schedule, Cost, Risk, Change, Reporting & Insights) across assigned civils sub‑programmes.
Lead and manage a multi‑disciplinary Project Controls team within a matrix organisation.
Act as deputy to the Head of Civils Works PMO at key forums when required.
Implement and assure best‑in‑class integrated project controls, including: Schedule & planning, Cost management & forecasting, Earned Value Management, Risk & opportunity management, Baseline & change control, Performance reporting & insights
Drive consistency, quality and timeliness of all project controls outputs.
Ensure compliance with SZC governance, calendars and reporting requirements.
Be accountable for on‑time, high‑quality month‑end performance reporting.
Implement and maintain effective Lines of Defence assurance across controls functions.
Assure supply‑chain Project Controls information and challenge performance where required.
Support PMO‑led activities including: Annual budget planning, Estimate at Completion updates, Schedule deep dives and performance reviews
Support functional leads in identifying variances, trends and opportunities for improvement.
Champion innovation and digital tools, ensuring Project Controls remains “Digital by Default” (e.g. Power BI–led insights).
Position SZC as a construction industry exemplar, contributing to external forums, presentations and knowledge‑sharing.
Coach, mentor and develop senior Project Controls professionals.
Here's What You'll Need
Extensive experience delivering Project Controls leadership on major infrastructure programmes.
Proven track record operating at Project Controls Director / Senior Manager level on large, complex projects.
Strong experience across multiple Project Controls disciplines: Cost control & estimating, Planning & scheduling, Risk & change management
Advanced understanding of Earned Value Management.
Experience managing teams within matrix and alliance delivery environments.
Strong stakeholder management capability, engaging with executives, delivery teams and supply chain.
Highly delivery‑focused, resilient problem solver.
Excellent communication, presentation, influencing and facilitation skills.
Degree (or equivalent) in engineering, construction, project management, finance, business analysis or a related field.
Desirable
Membership and/or certification with AACE, PMI, APM or similar.
Strong user of reporting, analytics and Project Controls systems, particularly Power BI.
Knowledge of NEC and FIDIC forms of contract.
Experience working within the Nuclear sector.
