The Programme Manager will report to the Production Director and work across the strategy, planning, and execution of a complex, multi-disciplinary programme spanning creative content, CGI and film production, architectural visualization guidelines, digital platforms, and technical infrastructure, ensuring delivery remains aligned to business priorities and stakeholder expectations.

The Project 

This giga-project is a landmark destination city built around the philosophy of the “Power of Play,” integrating entertainment, sports, and culture at unprecedented scale within a livable urban environment. Spanning a wide range of districts and planned to support 500,000 residents, it brings together world-class attractions, major global events, and diversified leisure offerings while contributing to broader national transformation ambitions.
This Next-Gen Visualisation programme supports this vision by establishing a scalable digital production ecosystem—including a continuously updatable Unreal Engine “Marketing Twin”—that enables consistent, high-quality storytelling across multiple stakeholders. This platform integrates asset governance, real-time workflows, and creative guidelines to ensure the digital representation of the city evolves in parallel with its physical development and can be used reliably by internal and external partners.

Key Responsibilities

  • Own and maintain the integrated programme plan, actively managing dependencies and decision sequencing across strategy, creative guidelines, CGI/film production, technology platforms, and go-to-market delivery.
  • Work with the Production Director to define and maintain overall governance structures, reporting frameworks, and workflows to support and control delivery at scale.
  • Shape programme direction in line with evolving business objectives, and respond to change without compromising delivery outcomes.
  • Identify and resolve cross-workstream conflicts (scope, timing, approvals, or data readiness) before they impact delivery milestones.
  • Lead, support, and manage Project Managers/Producers across multiple workstreams.
  • Ensure accurate and proactive reporting to the Production Director and VMI leadership.

Operational Management

  • Own workstream resource planning, financial oversight, and budget tracking across internal teams and external vendors, and support the Production Director in creating an accurate view of the entire programme.
  • Implement and run clear decision-making and escalation frameworks, including stagegate approvals, stakeholder sign-offs, and exception handling aligned with client governance structures.
  • Ensure programme documentation (charters, roadmaps, approval matrices, risk logs) reflects current approved reality.
  • Ensure delivery teams are operating within robust and scalable workflows, adapting as the programme evolves.
  • Champion structured project governance and recommend process improvements to support sustained delivery.
  • Work with the Programme leadership to identify, implement, and improve the tools and processes used to manage work and assets.

Stakeholder Leadership

  • Act as a contact point for internal stakeholders, and external delivery partners on programme streams.
  • Proactively identify, own, and mitigate programme risks across creative quality, production feasibility, technical readiness, approvals, and vendor capacity — escalating with options, not problems.
  • Provide visibility and clarity around risk, progress, scope, and dependencies across key programme streams.
  • Ensure expectations are well managed and delivery remains focused on long-term value and user impact.
  • Lead coordination across multiple external partners and vendors (CGI studios, film partners, technology providers, consultants), ensuring scope alignment, contractual compliance, and consistent delivery standards.
  • The Programme Manager is expected to operate with a high degree of autonomy, escalating only when decisions materially affect scope, budget, timeline, or client confidence.

Qualifications & Experience

  • Solid experience as a Programme Manager delivering enterprise-scale digital platforms and ecosystems.
  • Comfortable operating in high-ambiguity environments where design maturity, data readiness, and approvals evolve over time.
  • Demonstrated ability to manage multiple agile delivery tracks simultaneously across product, design, and engineering.
  • Proven track record supporting governance structures, risk frameworks, and scalable workflows for digital transformation programmes.
  • Skilled at building trust and alignment with senior stakeholders, with clear communication and structured thinking.
  • Commercially sharp, with experience managing multi-partner budgets, timelines, and contracts

Contract Type: 6 Month Fixed-Term Contract
