Work Set Up: Hybrid (3 days onsite per week mandatory)

Our client in the Information Technology and Services industry is looking for a Programme Director – CTO Platforms to lead the delivery of large-scale technology transformation initiatives across infrastructure, cloud, hosting, and platform services. This role will be responsible for driving end-to-end programme execution, ensuring alignment with enterprise strategy, modernization objectives, operational resilience requirements, and regulatory standards. The ideal candidate will possess extensive experience delivering complex technology programmes within highly regulated environments and managing large-scale budgets, stakeholders, and global delivery teams.

What you will do:

  • Lead the delivery of complex, multi-workstream CTO Platforms programmes across infrastructure, cloud, hosting, and platform services.
  • Define and execute programme roadmaps aligned with modernization, scalability, resilience, and strategic business objectives.
  • Manage programme delivery to agreed scope, timelines, quality standards, and business outcomes.
  • Oversee programme budgets, forecasting activities, and benefits realization initiatives.
  • Drive alignment across engineering, architecture, site reliability engineering (SRE), and service management teams.
  • Establish and maintain effective programme governance, reporting, risk management, and control frameworks.
  • Manage senior stakeholders across technology, business, regulatory, and control functions.
  • Ensure compliance with enterprise architecture, cloud strategy, DevOps, automation, and operational standards.
  • Oversee third-party vendors and global delivery partners to ensure successful programme execution.
  • Lead global, matrixed teams and foster accountability for delivery performance and outcomes.
  • Identify and mitigate programme risks, dependencies, and issues.
  • Drive continuous improvement initiatives to enhance programme delivery effectiveness.
  • Provide executive-level reporting, communication, and decision support.
  • Support organizational transformation efforts through strategic technology initiatives.

Qualifications

  • Eligibility to obtain BPSS clearance.
  • Proven experience delivering large-scale CTO Platforms or enterprise technology programmes with budget accountability exceeding £50 million.
  • Strong experience across infrastructure, cloud platforms, hosting environments, and platform engineering.
  • Demonstrated success leading complex transformation initiatives within large-scale enterprise environments.
  • Experience working within Tier-1 financial services organizations; experience with HSBC environments is highly preferred.
  • Strong understanding of governance, risk management, regulatory compliance, and audit frameworks.
  • Experience establishing and managing programme governance and control structures.
  • Proven ability to manage executive-level stakeholders across technology and business functions.
  • Experience overseeing complex vendor ecosystems and global delivery partnerships.
  • Strong financial, commercial, budgeting, and forecasting management experience.
  • Experience leading global and matrixed teams across multiple disciplines.
  • Knowledge of cloud strategies, DevOps practices, automation frameworks, and enterprise architecture principles.
  • Excellent leadership, communication, negotiation, and stakeholder management skills.
  • Strong strategic thinking, problem-solving, and decision-making capabilities.
