About Scrumconnect

Scrumconnect Consulting is a UK-based digital transformation consultancy delivering secure, scalable, and user-centred solutions across government and enterprise organisations. We specialise in agile delivery, cloud platforms, data, and modern engineering practices—helping clients build reliable services that meet high operational and compliance standards.

The Role

We're looking for a senior Product Manager to own the vision, strategy and delivery of a digital service on a UK public sector programme. You will work in a multidisciplinary team to understand user needs, set priorities and make sure the service meets the GDS Service Standard at every phase.

At SFIA Level 5 you'll work with a high degree of autonomy, influence senior stakeholders and take accountability for the outcomes of your product.

Key Responsibilities
  • Set the product vision, strategy and roadmap, linked to user needs and policy or business goals.

  • Own and prioritise the backlog, balancing user value, risk, cost and delivery constraints.

  • Work with user researchers, designers, developers, delivery managers and analysts to shape and improve the service.

  • Take the service through discovery, alpha, beta and live, and prepare for GDS service assessments.

  • Define success measures and track performance, using data to decide what to build next.

  • Manage senior stakeholders, including civil servants, suppliers and governance boards.

  • Make sure the service is accessible, secure and inclusive.

  • Communicate progress, risks and decisions clearly to technical and non-technical audiences.

  • Coach and support other product roles where needed.

What We're Looking For
Essential
  • SC cleared or SC eligible.

  • Proven experience delivering services to the GDS Service Standard and the GOV.UK Service Manual.

  • Experience taking a service through GDS phases (discovery, alpha, beta, live) and service assessments.

  • Proven experience as a Product Manager or Senior Product Manager at SFIA Level 5 or equivalent.

  • Strong experience of user-centred design and working with user research.

  • Experience prioritising and managing a backlog in an Agile team.

  • Strong stakeholder management and influencing skills, including at senior level.

  • Experience using data and performance measures to guide decisions.

  • Excellent written and verbal communication.

Desirable
  • Experience in central government departments or arm's-length bodies.

  • Familiarity with the Government Digital and Data (GDaD) framework.

  • Understanding of accessibility (WCAG 2.2) and the Technology Code of Practice.

  • Experience in multi-supplier delivery.

  • Product management certification (for example CSPO or similar).
