Role Summary
The PMO Lead is responsible for owning programme governance, control and assurance for large‑scale technology transformation initiatives, with a primary focus on data centre exit and on‑prem to cloud migration programmes.
Working directly with the Programme Director, the role ensures clear governance structures, accurate reporting, effective financial control and strong audit readiness. The PMO Lead acts as the point of contact for all PMO‑related matters, both within the programme and externally (including the Transformation Office, Finance, Audit and dependency programmes). The role also includes matrix management of PMO reporting and finance analyst resources, ensuring consistent standards, high‑quality outputs and effective prioritisation.
Key Responsibilities
Programme Governance & Structure
- Own the programme governance framework, and structure.
- Ensure all programme documentation is kept up to date, consistent and audit‑ready.
- Act as the authority on PMO standards and ways of working across the programme.
Leadership & Matrix Management
- Matrix manage PMO reporting and finance analysts supporting the programme.
- Set clear expectations for reporting cadence, data quality and escalation thresholds.
- Review outputs and apply challenge where reporting does not reflect delivery reality.
Executive & SteerCo Support
- Work closely with the Programme Director on agenda planning, messaging, escalation and decision‑making.
- Own coordination of SteerCo packs, including, milestone reporting, risks, dependencies and financial views.
- Capture decisions, actions and key outcomes and ensure appropriate follow‑up.
Programme Planning & Dependency Management
- Maintain the programme critical path, milestones and dependency tracking across multiple workstreams.
- Represent the programme at dependency and enterprise governance forums, including Transformation Office‑led sessions.
- Proactively identify and escalate delivery or readiness risks where progress deviates from plan.
Financial & Benefits Governance
- Own programme‑level financial management, including budgets, forecasts and monthly cost‑to‑complete reporting.
- Oversee preparation and review of financial materials for governance forums.
- Ensure financial and non‑financial benefits are accurately tracked and controlled.
Change Control & Assurance
- Own programme‑level change control across milestones, scope and benefits.
- Maintain control of programme baselines and provide assurance to senior stakeholders.
Audit & Control
- Act as primary point of contact for audits and control reviews.
- Coordinate management actions, evidence provision and progress tracking through to closure.
Reporting, Data & Tooling
- Own programme reporting, ensuring it provides a true and transparent view of delivery status.
- Oversee use of Power BI for programme reporting, ensuring accuracy and reliability of outputs.
Experience & Skills
- Experience working in a PMO Lead or senior PMO role within complex technology programmes.
- Experience supporting on‑prem to cloud migrations, infrastructure transformation or data centre exit initiatives.
- Strong understanding of programme governance, reporting, financial controls and audit environments.
- Excel & Power BI data analysis skills.
- Strong stakeholder management skills across delivery teams and senior leadership.
- Experience working closely with a Transformation Office or enterprise PMO.
- Experience in regulated or highly controlled environments.
