Contract: Permanent

Working hours: 35 hours per week is full time. Where possible, we are open to considering part time/flexible working patterns. Please let us know in your application your desired working pattern.

Salary: From £59,450

Location: London, Docklands

Reporting to: Lead HR Business Partner

About Us:

The Financial Ombudsman Service is an independent, not-for-profit organisation that plays a vital role in UK financial services. Every day we help resolve disputes between consumers, or small businesses, and their financial service providers. 

Our HR Business Partnering team sits at the centre of organisational decision‑making, working closely with senior leaders to turn people strategy into practical, day‑to‑day impact.

This is a period of meaningful change and transformation for the organisation. Our HR Business Partners are helping leaders navigate complexity, strengthen leadership capability, embed inclusive practice, and use data and insight to make better people decisions — all while reinforcing our values and culture.

What You’ll Do:

As an HR Business Partner, you’ll work closely with senior leaders and managers to enable the organisation to deliver its priorities through effective, inclusive and evidence‑led people practices. You’ll act as a trusted adviser, providing clear, pragmatic HR counsel that balances operational delivery with long‑term culture, capability and organisational health.

You’ll translate people strategy, workforce plans and policy into practical, day‑to‑day application across the full employee lifecycle. Using workforce data, insight and professional judgement, you’ll help leaders make high‑quality people decisions, anticipate risk and identify opportunities to improve performance and employee experience.

You’ll champion inclusive, values‑led leadership, ensuring that diversity, inclusion and wellbeing considerations are embedded into decisions and change activity from the outset — not retrofitted. You’ll also partner leaders through organisational change and transformation, helping them deliver change in a people‑centred, sustainable way.

Working closely with HR Centres of Excellence and HR colleagues, you’ll ensure joined‑up delivery of people solutions, maintain strong governance and build leadership capability so managers feel confident and accountable for people matters. Through this, you’ll play a key role in strengthening culture, improving employee experience and supporting a high‑performing organisation.

We are looking for two HR Business Partners.

To be considered for this role, you’ll need to show us that you’ve got the skills and capabilities. You’ll have to meet the following minimum criteria:

Minimum Criteria

  • Proven experience using workforce data, people metrics and qualitative insight to shape recommendations and improve the quality of people decisions.
  • Significant experience advising leaders on complex people and employee relations matters, including redundancy or transformation activity, ensuring fair, consistent and values‑led approaches.
  • Demonstrable experience partnering leaders through organisational change and transformation, applying a people‑centred and values‑led approach.
  • Strong capability in embedding inclusive (DIW) thinking into people decisions and change activity, rather than treating inclusion as a standalone process.
  • Ability to work confidently with ambiguity and complexity, applying professional judgement, constructive challenge and sound decision‑making.

It would also be nice for you to have

  • Experience improving employee experience through insight, listening activity and continuous improvement.
  • Confidence adopting and championing technology‑enabled HR practices, tools and analytics to improve efficiency and experience.
  • Evidence of curiosity and innovation in people practice, identifying better ways of working and testing new approaches.
  • Experience working collaboratively across HR Centres of Excellence to deliver joined‑up, high‑quality people solutions.
  • Proven ability to lead through others, setting direction and assuring quality without over‑owning delivery.
