Job Description

Are you an experienced highways consenting professional looking for your next career challenge on one of the UK’s most significant infrastructure programmes?

We are seeking a Highways Consent Lead to play a key role in delivering complex infrastructure works across London, with a particular focus on HS2-related activities. This is an opportunity to use your expertise to shape the successful delivery of major projects by leading the coordination, management and approval of all highways consents and interfaces.

As Highways Consent Lead, you will be the recognised point of expertise for highways consenting, working closely with project teams, Transport for London (TfL), London Boroughs, National Highways, utility providers and other Consent Granting Bodies. You will help ensure that approvals are secured efficiently, risks are managed proactively and project delivery remains aligned with programme requirements.

You will bring a strong understanding of the High Speed Rail (London – West Midlands) Act 2017, associated Undertakings & Assurances, and the application of Schedule 4 and Schedule 33 consent regimes. Your experience of working within TfL’s Blue Book environment and navigating complex urban stakeholder landscapes will be essential in helping deliver successful outcomes.

This role is ideal for someone who thrives in a challenging, collaborative environment and has a proven track record of securing highways approvals on major infrastructure, rail, transport or London-based development programmes.

You will lead the development and delivery of highways consenting strategies, ensuring that applications, approvals and discharges are managed effectively from early engagement through to completion.

Your responsibilities will include:

  • Leading the management of Schedule 4 (Highways) and Schedule 33 approvals under the HS2 Act.
  • Acting as the key interface between project teams, TfL, London Boroughs, National Highways and other approving authorities.
  • Coordinating the preparation, review and submission of highway consent applications and supporting technical information.
  • Building strong relationships with consent granting bodies to secure timely approvals and reduce programme risk.
  • Ensuring compliance with HS2 Act requirements, Undertakings & Assurances, Environmental Minimum Requirements, the Code of Construction Practice and project obligations.
  • Reviewing traffic management proposals and ensuring they meet legislative, technical and authority requirements.
  • Maintaining consent trackers, registers and reporting systems to support programme delivery.
  • Identifying consenting risks, developing mitigation plans and providing expert advice to project leadership teams.
  • Supporting condition discharge, audits, assurance activities and compliance reviews.
  • Working collaboratively with design, construction, stakeholder engagement and delivery teams to resolve complex interface challenges.

Qualifications

You will be an experienced highways consenting professional with a strong background in major infrastructure delivery. You will be confident operating in complex stakeholder environments and able to influence decision-makers across multiple organisations.

You will ideally have:

  • Extensive experience securing highways consents and approvals within TfL and London Borough jurisdictions.
  • Strong knowledge of the HS2 Act 2017, Undertakings & Assurances, Schedule 4 and Schedule 33 processes.
  • Experience working on HS2, Crossrail, National Highways schemes or other major transport infrastructure projects.
  • Proven ability to manage politically sensitive environments and maintain programme certainty.
  • Excellent stakeholder management, communication and negotiation skills.
  • The ability to provide expert technical guidance on highways legislation and consenting requirements.

You may also have:

  • A degree in Civil Engineering, Transport Planning, Highway Engineering, Town Planning or a related discipline.
  • Chartered status with ICE, CIHT, RTPI or an equivalent professional body.
  • NEC contract experience.
  • Road safety, traffic management or related accreditation.
  • A project management qualification such as APM, PRINCE2 or equivalent.
