ROLE OVERVIEW
This is a pivotal senior leadership role at the heart of JLL's Sourcing & Procurement transformation agenda. The Head of Sourcing & Procurement, UK&I leads the procurement and supply chain function for WPM UK&I Services — the former Integral business — whilst simultaneously driving One JLL supply chain integration across all business lines operating in the UK&I region, including UK Property & Asset Management and Tetris Project & Development Services.
This individual is both a strategic architect and a hands-on leader. They will deliver commercial impact locally and regionally whilst remaining connected to JLL's global platform, leveraging the full breadth of JLL's sourcing strategies, supplier relationships, technology tools, and established procurement processes. They are a member of the Integral leadership community and a key contributor to the EMEA Client Sourcing leadership network.
KEY RESPONSIBILITIES
1. Strategic Leadership & Transformation
- Own and evolve the sourcing and procurement strategy for WPM UK&I Services, aligning to JLL's Accelerate 2030 commitments, our self-delivery strategies and the S&P global platform.
- Lead the ongoing development and execution of the four pillars of the procurement platform: Driving Commercial Impact; Managing Supply Chain for a Better World; Partners of Choice; Connected & Smart.
- Champion One JLL supply chain thinking — breaking down business line silos to leverage collective spend, preferred supplier relationships, and best practice across WPM, UK PAM, and Tetris PDS.
- Set the strategic direction for supply chain innovation, sustainability, and supplier development; harness supplier capability to deliver competitive advantage for JLL and its clients.
- Drive continuous improvement across sourcing processes, tools, systems, policies, and templates — ensuring the function operates at best-in-class standards.
2. Procurement & Supply Chain Delivery
- Manage a significant multi-category spend portfolio spanning all WPM UK&I service lines, with direct accountability for supplier selection, contracting, and performance.
- Develop and implement client-specific sourcing strategies, including category plans that span hard services, soft services, engineering, and specialist sub-categories.
- Establish and maintain robust service agreements with key strategic and preferred suppliers, driving value, compliance, and mutual accountability.
- Lead Alliance Programme delivery — managing JLL's strategic supplier partnership programme to unlock innovation, resilience, and commercial value.
- Ensure sourcing processes support mobilisation and transition activity for WPM UK&I new pursuits and account transitions, providing end-to-end supply chain readiness.
- Support new business development by providing sourcing and supply chain input into RFIs, RFPs, client solutions, and pricing models — on time and to the highest quality.
- Collaborate closely with Category Management to ensure category strategies are locally relevant, commercially robust, and globally connected.
3. Stakeholder & Client Management
- Sit on the WPM UK&I leadership team as the senior procurement voice, representing the function at executive level.
- Build and sustain senior relationships across JLL business lines — WPM UK&I Services, UK PAM, Tetris PDS — to ensure seamless, collaborative procurement delivery.
- Act as a trusted commercial advisor to senior client stakeholders, providing insight into supply chain risk, market dynamics, innovation, and value creation.
- Maintain active engagement with the EMEA Client Sourcing Leadership community, contributing to global capability-building and knowledge-sharing.
- Lead supplier relationship management for strategic/preferred suppliers, ensuring alignment to business objectives at local, regional, and global levels.
4. People Leadership & Team Development
- Lead, coach, and develop a team of 7–8 procurement professionals, building capability, career pathways, and a high-performance culture.
- Matrix into the wider EMEA S&P teams to leverage specialist expertise and deliver joined-up outcomes for JLL and its clients.
- Set clear team goals, performance expectations, and development plans; ensure the team has the skills and tools to deliver at best-in-class standard.
- Foster a culture of innovation, accountability, and continuous learning within the UK&I sourcing team.
5. Reporting, Governance & Financial Accountability
- Report progress against commercial targets, sourcing KPIs, and programme milestones to the WPM UK&I Board and EMEA Client Sourcing leadership.
- Produce and present Monthly/Quarterly management reporting, including tracked benefits, savings, monetisation, and supply chain health metrics.
- Own the overhead budget for the UK&I Sourcing & Procurement function.
- Ensure rigorous governance of sourcing systems and data quality, maintaining compliance with JLL policies, client requirements, and legal/regulatory obligations.
- Maintain and continuously improve a library of best practice tools, standard documents, case studies, and training materials.

- Exceptional senior leadership — able to inspire, develop, and hold a team accountable in a complex, matrix environment.
- Commercial acumen at the highest level — adept at structuring contracts, managing risk, and extracting value from complex supplier relationships.
- Transformation leadership — proven track record of driving change, implementing new processes, and embedding best practice in ambiguous, fast-moving environments.
Stakeholder & Relationship Management
- High-level stakeholder management — credible and influential at board, executive, and senior client level.
- Client-facing experience — comfortable operating in client-managed environments and translating procurement value into client business outcomes.
- Cross-functional collaboration — naturally integrates with Legal, Finance, Operations, BD, and HR to drive joined-up outcomes.
Analytical & Operational
- Strong analytical and data-driven decision-making capability; able to translate spend data and market intelligence into actionable strategy.
- Programme and project management — able to manage multiple concurrent strategic initiatives without losing operational rigour.
- Financial management — budget ownership, cost modelling, and P&L awareness.
EXPERIENCE REQUIRED
This is a senior leadership appointment. Candidates will bring a minimum of 15 years' progressive procurement and sourcing experience, with a demonstrable record of leading high-impact teams and delivering commercial results in complex, multi-stakeholder environments.
- Minimum 15 years of progressive procurement and supply chain experience, with substantial time at senior/head-of-function level.
- Deep expertise in Integrated Facilities Management (IFM) and/or workplace management services — understanding of the IFM supply chain, service delivery models, and supplier landscape across the UK&I and EMEA. Deep knowledge and experience of engineering and project services
- Proven experience leading sourcing and procurement across multiple service categories within a large, complex, multi-site FM or services business.
- Demonstrated success in managing high-value, strategic supplier relationships at a multi-national level.
- Track record of delivering commercially significant savings, value, and innovation through best-in-class procurement practice.
- Experience working within a matrix organisation — able to lead through influence as well as direct authority.
- Experience supporting business development, RFP responses, and client mobilisations from a procurement and supply chain perspective.
- Familiarity with sustainability and ESG-linked supply chain programmes, preferably in the context of Net Zero or Scope 3 commitments.
- Experience managing procurement systems, e-sourcing platforms, and data reporting environments.
- Prior experience of operating at board or senior leadership team level, with confidence presenting complex commercial matters to senior audiences.
QUALIFICATIONS
- Degree-level education in Business Management, Supply Chain, or a related discipline — essential.
- MCIPS (Member of the Chartered Institute of Procurement & Supply) or country equivalent — essential.
- Post-graduate business qualification (MBA or similar) — desirable.
- Relevant professional development in sustainability, ESG, or supply chain risk — desirable.
