Department OverviewThe Head of Engineering Test Services will lead the System Integration and Test team which is responsible for verification, validation and testing of new solutions and software releases prior to deployment in the field. The team is responsible for operation and management of the reference testing environment, testing third party supplied devices and applications and supporting the engineering teams to verify products and solutions.

This role is primarily remote with the expectation of attending our Rugby offices on an ad hoc basis.
The Head of Engineering Test Services leads and manages a team responsible for the planning, development, execution, and maintenance of comprehensive testing strategies and services across all engineering functions. This role is crucial in ensuring the quality, reliability, and performance of our products and services before release.
The ideal candidate is a highly experienced testing professional with a proven track record in driving test automation initiatives and a strong understanding of software development lifecycles, testing methodologies, and team leadership. This individual will be responsible for driving innovation in testing practices, building high-performing teams, and fostering a culture of quality throughout the organisation.
Responsibilities:

Manage functional teams to design, develop, and implement test programmes for business and Home Office contracts enhancing complex mobile communication systems.

Lead teams in collaboration with suppliers and customers to develop test programmes, addressing significant risks and complex integration issues.

Lead technical and commercial negotiations autonomously, using sound judgement on testing services with suppliers, authorities, and customers, making decisions to secure new business opportunities

Ownership and accountable for the establishment of large scale test environments (equipment cost in excess of £12M) and the day to day operation and maintenance required to provide high quality reliable effective integration and testing services business wide, including management, scheduling and delivery of third party supplier testing services through application of best practice test governance and regulatory policies

Responsible for establishing large-scale test environments and managing daily operations and maintenance activities to ensure high-quality integration and testing services are delivered at minimal cost. This includes overseeing, scheduling, introducing test automation, and delivering third-party supplier testing while adhering to governance and regulatory policies

Manage and direct multiple test teams, overseeing organization, communication, and monitoring.

Delegate complex testing tasks to engineering leads and experts to ensure delivery aligns with the agreed test policy regarding time, quality, and cost.

Provide specialist test resources, undertake planning, and risk identification to ensure effective and efficient testing strategies are developed and objectives delegated down to individuals to meet business goals

Anticipate testing service issues and risks by understanding the testing principles, customer expectations, and business objectives. This includes conducting commercial and legal negotiations with support from relevant business units with third-party equipment suppliers to resolve technical conflicts.

Contribute to business objectives by providing strategic direction and recommendations, implementing process quality improvements for service acceptance with Test Authorities. Influence internal and external decisions by partnering with customers and suppliers, building relationships, and addressing regulatory issues.

Implementing organizational changes in the test team to align with business growth and new opportunities. Developing individuals' skills for future growth through coaching, training, mentoring, and performance evaluation to foster a strong business culture.

Financial management of headcount and project test budgets involves forecasting, conducting reviews, and controlling expenditure within the test team to enhance profitability and meet business financial targets.

Develop testing strategies for business evaluations and ensure adherence to policies. Attend necessary meetings to perform testing services and support business growth through technical consultancy and presentations to secure stakeholder agreement.

Responsible for accrediting and certifying software/hardware releases for operational networks, collaborating with MSI global technical teams. Key technical and commercial decisions, adapting to changes, and empowering direct reports during system integration and test delivery of major enhancements are essential.
Basic Requirements
- Bachelor's degree in Computer Science, Engineering, or a related field; Master's degree preferred.
- 10+ years of experience in software testing, with at least 5 years in a management or leadership role, and a demonstrated history of successfully implementing and scaling test automation initiatives.
- Proven experience leading and mentoring high-performing test engineering teams with a focus on building automation expertise.
- Deep understanding of various testing methodologies (e.g., Agile, Waterfall, DevOps).
- Experience with performance, security, and usability testing, including the automation of these testing types.
- Excellent communication, interpersonal, and presentation skills.
- Ability to manage multiple projects simultaneously and prioritise effectively.
- Strong analytical and problem-solving skills.
Advantageous to have:
- Experience with Telecommunications Network Testing.
- ISTQB or similar testing certifications.
IMPORTANT
Ability to attain NPPV3 and SC clearance. Must be a resident of the UK for a minimum of 5 years to obtain.
