About the Opportunity 

Nuclear Power Programmes has been formed with the vision to support positive change and help shape the future of Nuclear Power. Operational throughout the UK and across continental Europe, we are seeking to expand our team on a variety of nuclear projects, which range in technologies and that find themselves at different stages of their development. To do this, we are seeking to continuously employ talented individuals to join our diverse team that are excited about nuclear projects and are committed to Net Zero, and Energy Security. In both client facing and internal roles we are delivering major programme and project management capabilities throughout the project lifecycle. We are driving to deliver safe, high quality and to time solutions by thinking innovatively and working collaboratively.

Role Overview

We’re looking for a Baseline & Change Manager to play a pivotal role within the SZC Project Controls function, acting as a centre of excellence for performance management and delivery assurance.In this role, you’ll support and advise on change control and baseline management processes, ensuring that all project changes are effectively governed, assessed, and implemented. Working within the wider Programme Management Office (PMO), you’ll help drive forward-looking solutions that enable the project to be delivered safely, on time, and within budget. You’ll also contribute to the successful operation of the Investment Change Committee (ICC), ensuring high-quality decision-making across the programme.

Key Responsibilities

  • Support the implementation and continuous improvement of the change management process

  • Coordinate change activities across the Delivery Programme

  • Act as a central point of contact for change-related queries and governance

  • Support the development and management of baseline strategy, plans, and procedures

  • Coordinate inputs across cost, schedule, and risk to ensure aligned baseline updates

  • Support monthly Baseline & Change reporting

  • Ensure consistency, quality, and integrity of change data

  • Maintain weekly/monthly reporting routines aligned to governance cycles

  • Advise Project Managers, Change Owners, and Supply Chain on change control processes

  • Work closely with Project Controls teams to ensure effective change identification and assessment

  • Facilitate change requests with engineering and delivery teams

  • Support preparation and facilitation of twice-monthly Investment Change Committee (ICC) meetings

  • Ensure change submissions are decision-ready and meet governance standards

  • Review and challenge change proposals

  • Ensure robust impact assessments across cost, schedule, and risk

  • Provide training and guidance on change processes and tools

  • Promote best practice and consistent application across the programme

Here's What You'll Need 

  • Degree (or equivalent experience) in a relevant discipline

  • Experience in Project Controls, PMO, Commercial or Programme Management

  • Strong understanding of: Change control and governance frameworks, baseline management principles & WBS / CBS structures

  • Excellent stakeholder engagement and facilitation skills

  • Ability to operate effectively in a large, complex programme environment

  • Strong communication, organisation, and problem-solving capabilities

Desirable Experience

  • Experience on large infrastructure or regulated programmes

  • Knowledge of: Contract frameworks (e.g. NEC, early warning processes)& Project controls tools and reporting systems (e.g. Power BI)

  • Professional accreditation (APM, PMI, RICS, etc.)

  • Experience facilitating programme-level governance forums
