Leads complex commercial agreements and stakeholder relationships with external third parties for HS2 infrastructure programmes. The role also provides commercial expertise, represents HS2 with strategic stakeholders, and leads team members while ensuring value for money, compliance, and delivery to cost and schedule.

Lead HS2 Command, Control and Signalling contracts from design through installation, testing, and commissioning. Manage contractors, integrated teams, schedules, budgets, risks, interfaces, and quality under NEC3 conditions. The role requires experience delivering high-value, complex railway signalling projects, managing multidisciplinary and matrixed teams, and coordinating external suppliers across the project lifecycle.

Supports commercial management across infrastructure contracts, including works information, contract documentation, procurement planning, NEC3 administration, variations, compensation events, payments, supplier reporting, performance information, disputes, and estimate reviews. Works with delivery teams, contractors, and the supply chain while promoting commercial control, risk management, and organizational policies.

Manages commercial assurance, contract administration, cost verification, estimates, risk and change governance for major rail infrastructure delivery. The role administers NEC3 obligations, assesses variations and payments, reviews supply-chain performance, supports dispute resolution and savings proposals, and advises stakeholders. It also leads commercial resources, manages contractor relationships, supports procurement and tender activities, and develops commercial policies and procedures.

Supports cost and estimating leadership across HS2 programmes and contracts. Responsibilities include managing budgets, actual costs, forecasts, cost variance analysis, Earned Value Management, Estimate at Completion reporting, and validation of delivery-team cost data. The role provides cost-performance advice, maintains governance and documentation, supports stakeholder reporting, and drives continuous improvement. Advanced Excel, project-controls knowledge, and experience with cost-management systems such as Prism or Ecosys are required.

Manages the development, approval, traceability, and compliance of HS2 project requirements across stations, civils, or railway systems. The role applies requirements management processes, oversees acceptance criteria, supports standards and audits, manages requirements databases in DOORS, and coordinates with technical teams, suppliers, stakeholders, and delivery partners. It requires knowledge of systems engineering, systems integration, UK construction regulations, safety, and relevant regulatory frameworks.
