It requires leadership of data analysis and project controls teams, advanced Power BI, Power Query, DAX, Excel, predictive modelling, and experience delivering intelligence products within major infrastructure projects.

Leads data analysis, modelling, benchmarking, dashboard development, and performance reporting for large-scale infrastructure projects. Manages project controls data covering cost, schedule, risk, quality, and change; develops KPIs and earned value reporting; identifies trends and root causes; and provides intelligence to support investment and project decisions. The role also leads Data Analysts, manages stakeholders, and promotes continuous improvement and digital transformation.

Manages project controls and programme change control across scope, cost, schedule, risk and quality baselines. Responsibilities include reviewing and assuring change proposals, updating schedules and cost models, producing performance reports, maintaining governance processes and systems, facilitating stakeholder forums, and managing project controls data quality. The role also provides guidance, training, user testing, line management and support for decision-making across the HS2 programme.

Lead independent commercial assurance reviews across procurement and contract management lifecycles. Produce assurance reports, identify control and compliance improvements, influence senior stakeholders, manage external assurance partners, support policy implementation, and deliver continuous improvement and training activities. The role helps ensure value for taxpayers and compliance with public-sector commercial requirements.

Manage high-voltage rail systems power projects through design, construction, testing, and commissioning. Coordinate internal teams, contractors, suppliers, and Network Rail interfaces to deliver scope, schedule, budget, quality, and safety objectives. Maintain project plans, monitor risks and changes, report progress, manage milestone risks, and support delivery under NEC3 contracts. The role also requires stakeholder engagement, contract management, cross-functional coordination, and promotion of equality, diversity, and inclusion.

Supports the Senior Project Engineer in delivering safe, cost-effective infrastructure designs from feasibility through detailed design. Reviews consultant submissions, assures compliance with technical requirements, manages design risks and programmes, develops value engineering opportunities, supports environmental assessments and consent documentation, and engages with stakeholders, local communities, and supply chain partners. The role requires civil or mechanical engineering knowledge, UK construction regulation awareness, design consultant management experience, and strong communication skills.

Leads security interfaces between HS2 and its supply chain, producing and assuring security design deliverables for stations and the future railway. Reviews designs against UK standards and legislation, supports security and design panels, contributes to hazard records, and coordinates with government, police, and infrastructure stakeholders. The role provides physical security expertise covering security systems, blast mitigation, hostile vehicle mitigation, regulatory compliance, and assurance processes in a safety-critical rail environment.

Manages HS2’s briefings, correspondence, Freedom of Information and Environmental Information Regulation services. Oversees statutory requests, parliamentary questions, ministerial correspondence, stakeholder communications and senior briefing materials. Advises executives on legislation, manages complex cases and external relationships with government and regulatory stakeholders, leads BCFOI advisers, delivers training, monitors risks, and supports public affairs and speaker engagement activities.

Leads complex, high-value civils and construction procurements for HS2, developing procurement strategies, tender documentation, evaluations, approvals, governance, and contract awards. Manages procurement professionals, ensures legal and commercial compliance, secures value for money, reports procurement performance, presents to boards, and engages senior stakeholders. The role also drives innovation, risk management, benefits realization, team development, and adherence to UK procurement legislation and NEC contract principles.
