About the Team
The Terrestrial Spectrum Policy team leads the development and delivery policy work that supports the allocation of mobile, fixed, PMSE, and other terrestrial uses of spectrum in the UK. The work includes leading cross functional teams of policy, legal, economic, engineering and implementation specialists to make new spectrum available for terrestrial applications in the UK.
Your Key Responsibilities
Spectrum policy:
Driving timely delivery of robust allocation policies across all uses of spectrum on land in the UK. Specific sectors include, but are not limited to, national mobile networks, private mobile networks, programme making and special events, utility industries and emergency services.
Overseeing the team’s policy development, ensuring it is evidence-based, commercially practical, and grounded in sound technical, economic and legal analysis.
Leading open and transparent communication and consultation with external and internal stakeholders.
Evolving the roadmap for future work, in collaboration with Directors responsible for Engineering and International teams.
Contributing to the development of spectrum strategy.
Spectrum auctions:
Overseeing design, planning, build and execution of spectrum auctions to secure efficient allocation of spectrum with integrity, transparency and fairness.
Executive Leadership:
Managing the performance and career development of 3-5 Principals; leadership of the full team of circa 15 colleagues.
Overall management of the team’s resources and budget, in collaboration with the Group Director.
Support of the Group Director and leadership team in developing strategic, financial and workforce plans.
Commitment to robust internal governance.
Collaboration across Ofcom, including engineering, economics, law, ICT, finance and facilities management.
The skills, knowledge and experience you will need for success
Extensive experience of leading policy development in a regulated environment, including setting strategic direction and driving timely delivery across multiple workstreams.
Thorough understanding of the key issues in spectrum management or alternatively mobile communication networks or mobile network knowledge.
Empowering Development: Strong track record in managing people in a professional environment with a proven track record of developing talent, and leading large, multidisciplinary teams.
Building Solutions: Strong analytic ability Highly developed analytical and strategic judgement, with the ability to synthesise complex technical, economic, legal and commercial evidence into clear, defensible decisions with long term market and public value impact.
Executing Plans: Sound judgement and decision making under uncertainty, balancing competing priorities, risks and stakeholder interests.
Forming Relationships: Strong stakeholder leadership and influencing skills, with experience of leading open and transparent engagement with industry, government and internal partners.
Channelling Influence: Excellent inter-personal and communication skills with the credibility to operate at executive level and represent the organisation externally.
Experience of spectrum auctions and in commercial wireless industry would be desirable assets.
