Technical Project Manager

Position: Technical Project Manager

Location: Toronto, ON (Onsite)

We are seeking an experienced Project Manager / Leader to lead the planning, execution, and delivery of complex, mission-critical business and technology initiatives. The successful candidate will be responsible for managing project scope, schedules, budgets, stakeholders, risks, and resources while ensuring alignment with established project management methodologies, governance frameworks, and organizational objectives.

Key Responsibilities

• Provide project management leadership for multiple high-profile projects.
  
• Ensure project deliverables meet business requirements within scope, schedule, and budget.
  
• Manage relationships with senior executives, business stakeholders, and external partners.
  
• Lead organizational development initiatives, strategic planning, business planning activities, and funding requests.
  
• Gather and document requirements to develop and maintain detailed project schedules and integrated project plans.
  
• Identify project resources, define roles and responsibilities, and establish performance expectations.
  
• Resolve resource constraints and interpersonal conflicts while promoting knowledge sharing among team members.
  
• Develop and manage complex project budgets involving multiple funding streams and interdependencies.
  
• Maintain fiscal control through budget estimates, forecasting, reconciliation, and reporting.
  
• Utilize project management tools for project and program reporting.
  
• Participate in project team meetings and governance activities.
  
• Create and maintain Integrated Project Management Plans (IPPs).
  
• Perform schedule reviews, variance analysis, and schedule optimization.
  
• Monitor project progress, critical path activities, dependencies, and issues.
  
• Produce project status reports for executives and stakeholders.
  
• Identify, manage, and track project risks and issues through mitigation planning.
  
• Escalate and communicate project risks and issues to senior leadership as required.
  
• Review and manage change requests and adjust project plans accordingly.
  
• Prepare business transformation and organizational adoption plans.
  
• Develop knowledge transfer documentation and transition materials.
  
• Establish and participate in steering committees and stakeholder forums.
  
• Deliver project, program, and portfolio reporting to executive-level stakeholders.
  
• Support organizational change management activities throughout the project lifecycle.
  
• Promote industry-standard project management best practices and methodologies.
  

Required Experience & Qualifications

Project Management Experience

• 10+ years of project management experience leading complex, mission-critical technology and business transformation initiatives.
  
• Experience delivering projects involving:
  
• Web-based applications
  
• Cloud-based services
  
• API integrations
  
• Enterprise technology solutions
  
• Extensive experience managing projects through Waterfall, Agile, DevOps, and Iterative delivery methodologies.
  
• Experience working with business analysts, architects, and technical teams to define scope and translate requirements into solution designs.
  
• Experience leading multidisciplinary teams including business analysts, developers, designers, testers, and technical specialists.
  
• Experience overseeing solution design, development, implementation, testing, deployment, and operational transition.
  
• Strong experience with project planning, resource planning, scheduling, budgeting, and risk management.
  
• Experience preparing executive-level presentations, reports, recommendations, implementation plans, and change management strategies.
  
• Experience managing stakeholder engagement and governance forums.
  
• PMP certification is considered an asset.
  

Technical Experience

• 10+ years of experience delivering web-based applications, cloud solutions, microservices, and enterprise technology implementations.
  
• Experience with Java-based and/or Microsoft .NET technology environments.
  
• 7+ years of Agile project delivery experience, including:
  
• Sprint planning
  
• Backlog management
  
• Velocity tracking
  
• Agile testing
  
• Retrospectives
  
• Experience facilitating requirements workshops and stakeholder sessions.
  
• Experience developing and managing requirements using:
  
• User Stories
  
• Epics
  
• Story Mapping
  
• Knowledge of information management principles and practices.
  
• Experience with integrated change control processes.
  
• Hands-on experience with project management tools such as:
  
• MS Project
  
• Planview
  
• Jira
  
• Azure DevOps
  
• Experience delivering solutions utilizing:
  
• Microsoft Azure
  
• OpenShift
  
• Kubernetes
  
• Docker
  
• Experience with enterprise application platforms and servers.
  

Public Sector & Healthcare Experience

• 7+ years of experience working with public-sector and healthcare organizations.
  
• Experience with large-scale health technology projects and public-facing services.
  
• Knowledge of enterprise architecture frameworks, governance models, and industry best practices.
  
• Experience working within public-sector project governance environments.
  
• Experience with digital health standards, including HL7 FHIR.
  
• Knowledge of privacy and information protection legislation including:
  
• FIPPA
  
• MFIPPA
  
• PHIPA

• 10+ years of project management experience leading complex business transformation and technology projects.
  
• 10+ years of experience delivering web-based applications, cloud services, and API-enabled solutions.
  
• 10+ years of experience working with Java-based and/or Microsoft .NET technology environments.
  
• 7+ years of Agile project management experience.
  
• Experience with MS Project, Planview, Jira, and/or Azure DevOps.
  
• Experience delivering cloud-based solutions utilizing Azure, OpenShift, Kubernetes, and Docker.
