About the team and the role:

eBay’s Regulatory Initiatives team operates at the intersection of policy, product, and customer experience, addressing complex challenges that build how millions of customers transact globally. The team delivers end-to-end solutions that enable eBay and its global seller base to meet evolving regulatory requirements while maintaining a seamless marketplace experience.

As Head of Regulatory Programs, you will guide an essential portfolio of global initiatives, emphasizing eBay’s subsidiaries (including Tise and TCG Player). You will partner with Product, Legal, Tax, Government Relations, and regional teams to develop strategy and advance progress in a dynamic regulatory environment. This role reports to the Senior Director, Regulatory, and requires balancing compliance, customer experience, and business growth.

What you will accomplish:
  • Lead and manage a portfolio of global regulatory programs from start to finish, bearing responsibility for strategy, implementation, and measurable results
  • Align senior collaborators across Product, Legal, Tax, Government Relations, and regional teams to enable timely, high-quality decisions
  • Anticipate and operationalize regulatory changes in partnership with Government Relations, ensuring readiness across the business
  • Integrate regulatory requirements into scalable product and platform solutions through close collaboration with Product leadership
  • Interpret complex regulatory requirements into clear strategies and actionable plans across executive and delivery teams
  • Build solutions that balance compliance with buyer and seller experience, minimizing friction while maintaining trust and marketplace health
  • Provide strategic mentorship to leadership, navigating trade-offs between risk, cost, and growth, and improving operating models to increase speed and clarity
What you will bring:
  • Experience leading cross-functional initiatives at scale and aligning senior collaborators in a global organization
  • Track record of owning and delivering complex, ambiguous programs in fast-evolving, high-stakes environments
  • Strong communication skills, with the ability to build clear narratives for executive audiences and simplify complex topics
  • Product and business insight, with experience partnering with Product teams to deliver scalable solutions
  • Ability to balance regulatory requirements with customer and seller experience along with business results
  • Good judgment and decision-making, including navigating trade-offs and challenging assumptions in ambiguous situations
  • Analytical and structured approach to problem-solving, connecting regulatory, operational, and customer insights into practical solutions
  • Preferred backgrounds include marketplace or eCommerce business leadership, management consulting, or product management with cross-functional leadership experience.
