CGD Europe, an independent, non-partisan think-tank seeks a full-time Senior Policy Analyst for its Europe Programme and its work on the Future of Development Agencies.
The Center for Global Development (CGD) is an independent, non-partisan, non-profit policy research organisation in Washington, DC and London, UK (CGD Europe) that focuses on the issues and institutions that are critical to inclusive development. Since its creation in 2001, CGD has earned a global reputation as a highly effective “think-and-do tank.” Through rigorous empirical research and active engagement with the global policy community, we focus on the policy intersections of low- and middle-income countries and the governments, institutions, and corporations that can be partners in delivering greater progress.
Job Purpose:
The purpose of the job is to undertake a broad range of high-quality, policy-relevant research on the management of development cooperation by bilateral development agencies including a specific focus on European Union (EU) development cooperation. Recent areas of research have included the allocation and impact of EU development finance and official development agency effectiveness in a changing development landscape, as well as the future of Official Development Assistance (ODA). The post-holder is expected to develop ideas and actionable proposals in these areas; convene and facilitate conversations to shape the global agenda; and challenge governments and institutions for better development practices and impact.
The successful candidate will have a minimum of six years experience and a strong track record of policy-relevant research and analysis in EU development cooperation and what makes for effective development in an evolving landscape. The post-holder will report to Mikaela Gavas, CGD Europe Managing Director and Senior Policy Fellow, and will work closely with Rachael Calleja, Research Fellow, as well as other CGD Fellows and Associates in London and Washington DC.
Responsibilities
- Conduct desk-based primary research and interviews in the field or among experts under the direction of the CGD Europe Managing Director and Senior Policy Fellow, and the Research Fellow
- Identify areas for potential research and analysis with the aim of improving international development policy
- Write blogs, policy papers and articles for policymakers, alone or in collaboration with other senior colleagues
- Manage research partners, reviewing and providing quality assurance of their work.
- Build and maintain relationships with key partners, including scholars, policymakers, and funders and develop relevant partnerships to amplify the work of the programme
- Organise meetings of working groups, including setting agendas and preparing papers
- Represent CGD through participation in conferences, private meetings, and other public events
- Mentor and share responsibility for the professional development of junior research staff
- Perform other duties as necessary
The successful candidate will have the following qualifications and skills:
- Preference will be given to candidates with a masters, PhD or equivalent in economics, political science, or related field.
- At least 6 years of experience of conducting quantitative and qualitative research/policy analysis in the areas highlighted above.
- Experience of independently leading research projects through inception to publication and communication.
- Experience of working for an official development agency or an international organisation and/or in-depth knowledge of EU development cooperation.
- Outstanding writing, verbal communication and data analytics skills.
- Proven ability to be a flexible team player and to manage successfully multiple and changing priorities in a fast-paced environment.
- Demonstrated organisational skills and attention to detail.
Applications:
This is a full-time position based in London. It is the expectation that the successful candidate will be within commutable distance to the offices based in SW1. The successful candidate will need to be in the office a minimum of two days a week.
