Our world-class Space & Connectivity Practice engages with governments, regulators, and international organisations to support the development of satellite and telecommunications policy frameworks. We advise clients on regulatory strategy, market access, and engagement across national, regional, and global fora.

We are seeking a Senior External Advisor with deep regional experience across Europe and strong knowledge of ITU processes, including World Radiocommunication Conferences (WRCs), ITU-R working groups, and European preparatory processes

The ideal candidate will bring extensive regional knowledge, strong relationships with regulators and policymakers, and a solid understanding of how national and European positions for WRCs are developed, coordinated, and advanced through the European Conference of Postal and Telecommunications Administrations (CEPT), including the Conference Preparatory Group (CPG) and its Project Teams.

This is a flexible, part-time advisory role, suited to a senior professional with an established network across Europe and experience engaging with government, regulatory, and corporate stakeholders.

What you'll do:

  • Provide strategic advice on regulatory and policy developments across Europe.

  • Support engagement with national stakeholders at all levels of seniority, including ministries, regulators, spectrum authorities, space agencies, and other relevant public-sector institutions.

  • Leverage existing relationships to facilitate dialogue and collaboration among government, regulatory, and industry stakeholders.

  • Provide insights on regional dynamics across organisations and institutions such as CEPT, CPG, the European Commission, the Radio Spectrum Policy Group (RSPG), the Radio Spectrum Committee (RSC), ITU-R, and related bodies.

  • Support the development and execution of advocacy and engagement strategies in regional and multilateral fora.

  • Actively support engagement in relevant meetings, including WRCs, CEPT meetings, CPG meetings, Project team meetings, ITU-R working groups, and other relevant regional or international processes.

  • Contribute to policy analysis, briefing materials, stakeholder mapping, meeting preparation, and strategic recommendations tailored to regional stakeholders.

  • Identify opportunities for capacity building, partnerships, and strategic engagement across the region

What you'll need:

Essential

  • 10–15+ years of experience in telecommunications policy, spectrum management, satellite regulation, international regulatory affairs, or related fields.

  • Strong understanding of the European regulatory and policy landscape.

  • Strong knowledge of ITU processes, including WRCs, ITU-R working groups, CEPT processes, and European WRC preparatory activities

  • Experience working with or within:

    • Government ministries

    • Regulatory authorities

    • Spectrum management agencies

    • International or regional organisations

  • Demonstrated experience engaging with CEPT, CPG, ITU-R, WRCs, or related international processes

  • Excellent written and verbal communication skills in English
