Job Overview & Purpose:
This role is recruited to support Rabobank’s implementation of the New Zealand Deposit Takers Act – a 3-year program of work which is a generational change in the NZ banking system.
This role will sit in the Change Delivery Team in the Chief Strategy and Transformation Officer’s domain in Rabobank New Zealand.
The Senior BA will directly create and deliver, and facilitate the creation and delivery of required artefacts in collaboration with Program and Project Managers, other assigned Business Analysts, and the business, operations and support function stakeholders involved with assigned initiatives. ‘Artefacts’ refers to the complete set of outputs typically delivered by the BA function in large scale project, including (but not limited to) high-level and detailed business requirements (technical and non-technical), support of and direct involvement in user acceptance testing, support of the OCM (organisational change management) function, and ‘analysis’ in the broad sense – including for example data analysis of client, operational and financial data.
Focus areas will include:
• Interpreting the regulatory standards of the NZ DTA into business requirements, building and maintaining traceability as the program progresses
• Working with the broad stakeholder group and core program team to identify and analyse organisational impacts
• Capturing current state and facilitating the design of future state process
• Updating and creating policy, process, procedure to align to future state
• Working with technology SMEs – architects, technical / systems analysts and other experts – on the requirements for client and staff experience for technical solutions
• User acceptance testing scenarios, test cases and execution
• Supporting change and transition activities
Context of Job:
This role will be key to Rabobank’s delivery of the NZ DTA. As such, extensive business analyst experience in the delivery of regulatory change (compliance) projects is essential.
Having gained this experience a financial services setting (banking, insurance, or similar) is highly desirable.
Key Responsibilities and Accountabilities:
The Senior Business Analyst (NZ DTA) will have primary responsibility for:
Identifying required stakeholders (with support) and development of effective stakeholder relationships
Undertaking ‘discovery’ including regulatory analysis, business needs, systems analysis (with Product Owners and Technology)
Analysis of DTA standards into documented business requirements (user stories with acceptance criteria and other formats as required) – “own the business requirements”
Capture of current state, and development of future state – documented using Rabobank-approved tools (may include Visio, PowerPoint, Aris)
Socialising future state and business requirements with stakeholders (review), and securing required endorsement / approvals
Stakeholder engagement including preparing and facilitating running working groups / workshops
Being a ‘core team member’ including contributing to the development and documentation of project scope, objectives and outcomes
Drafting, facilitating the drafting of, and/or supporting the development of necessary change to policy, process, procedures, client website and internal staff intranet content, staff support material (QRGs, training material, etc)
Documenting and maintaining end-to-end traceability
Undertaking quality assurance of new or updated technology solutions, including supporting User Acceptance Testing
Identifying risks, issues, dependencies and assumptions; escalating these where necessary and supporting the Program / Project Manager in identifying appropriate mitigations
Reporting progress on deliverables to the Program / Project Manager
Qualifications:
Bachelors degree (or equivalent) in a finance, accounting, information systems, or related discipline.
Experience:
Essential:
Minimum of 7 years’ experience as a business analyst, including at least 2 as a senior business analyst.
Experience in regulatory change projects
· High developed analytical and information management skills.
Experience in working on multiple projects and / or in a significant multi-stream program
Direct experience in compliance and / or risk-focused projects
Experience in both technical and / or non-technical delivery projects
Desirable:
5+ years’ experience in a banking environment.
Knowledge*:
Understanding of banking (highly desirable)
Working knowledge and experience in operational risk and compliance (‘3 Lines of Defence’) - banking environment highly desirable
Working knowledge and experience in traditional (waterfall) and agile project delivery, and the business analysis methods that are effective in each.
Experience working as a business analyst that has engaged extensively with Technology
Working understanding of change management approaches (e.g. ADKAR)
Skills:

Ability to ‘work with data’ for analysis purposes
Proven ability to plan, structure and facilitate workshops effectively
Ability to develop test scenarios and test cases, and to execute them.
