Position Summary:
The Regulatory Compliance Manager will embed regulatory requirements into the day-to-day operations of each business area at ACE Money Transfer, working directly with Product, Operations, Customer Service, Technology, Marketing and the Agent Network to translate the FCA Handbook, the Payment Services Regulations 2017, the Money Laundering Regulations 2017 and other applicable regulation into practical policies, procedures and controls.
The role is responsible for horizon scanning regulatory change, partnering with business owners to close gaps between what the rules require and how the business actually operates, and building lasting compliance capability within each team rather than relying solely on second line assurance to catch issues after the fact. The Regulatory Compliance Manager will work closely with the MLRO, Compliance Assurance and Legal teams to ensure regulatory obligations are owned and understood at the point where decisions are made.
Job Responsibilities:

     Regulatory Change & Horizon Scanning
 
  • Monitor regulatory developments from the FCA and other relevant bodies, and assess their impact on ACE's products, corridors and customer journeys.
  • Maintain a regulatory change log mapping new and amended requirements to the business areas they affect, and track implementation through to completion.
  • Translate complex regulatory text into clear, practical requirements that business owners can act on.

Embedding Regulatory Requirements in the Business
 
  • Act as the day-to-day regulatory compliance partner for assigned business areas, embedding requirements into existing processes, systems and ways of working rather than adding compliance as a separate step.
  • Work with process owners to identify where current controls fall short of regulatory expectations and agree practical, proportionate fixes.
  • Support business areas in designing new products, journeys and processes so that regulatory requirements are built in from the outset.

Policy & Procedure Development
 
  • Draft, review and maintain compliance policies and procedures that reflect current regulatory requirements and ACE's operating model.
  • Ensure policies are genuinely operationalised into business-as-usual activity, working with process owners to update SOPs, job aids and system workflows as regulation evolves.
  • Review new products, campaigns and customer communications for regulatory compliance, including financial promotions, Consumer Duty and regulatory requirements, before launch.

Compliance Monitoring Plan
  • Develop and maintain a risk-based Compliance Monitoring Plan covering the business areas and regulatory requirements this role is responsible for embedding.
  • Schedule and carry out periodic monitoring reviews to confirm embedded controls continue to operate effectively between formal Compliance Assurance review cycles.
  • Report monitoring findings to business owners and senior management, and track remediation of any gaps identified through to closure.

Training & Advisory Support

 
  • Design and deliver targeted regulatory training for different business areas, tailored to the risks and requirements relevant to their role.
  • Provide day-to-day regulatory advice and interpretation to business stakeholders on new initiatives, queries and edge cases.
  • Build regulatory awareness and a culture of compliance by design across the business, rather than compliance as an afterthought.

Monitoring, Reporting & Governance

 
  • Track the progress of embedding activity across business areas and report to senior management on outstanding gaps and remediation timelines.
  • Escalate embedding gaps or emerging non-compliance risks promptly, and coordinate remediation plans with business owners.
  • Liaise with the Compliance Assurance and Internal Audit teams to validate that embedded controls are operating effectively in practice.

Qualifications and Skills:
 
  • Bachelor's degree in Law, Business, Finance, or a related discipline.
  • Minimum 5-7 years of experience in a regulatory compliance, compliance advisory or compliance business partnering role within a regulated financial services environment; payments, e-money or money remittance experience is a strong plus.
  • Proven track record of embedding regulatory requirements into operational processes and working directly with business teams to close compliance gaps.
  • Strong knowledge of the FCA Handbook (particularly SYSC, DISP and the Principles for Businesses), the Payment Services Regulations 2017, and the Money Laundering Regulations 2017.
  • Good working knowledge of the Consumer Duty and Vulnerable Customers guidance, and how they apply to a cross-border payments business.
  • Ability to translate complex regulatory requirements into practical, proportionate guidance that business teams can implement.
  • Strong stakeholder management and influencing skills, with the ability to build credibility and trust with teams at all levels of seniority.
  • Excellent written and verbal communication skills, including experience designing and delivering training.
  • Self-motivated, highly organised, and able to manage multiple business relationships and priorities at once.
  • Experience in a fintech, data-driven or highly automated environment would be a plus.
  • Experience designing and maintaining a risk-based compliance monitoring plan within a regulated financial services environment.
