The Pre‑Contracts Commercial Manager is responsible for leading the commercial and contractual elements of the tender phase. This role ensures tenders, bids, proposals, and early‑stage project engagements are commercially robust, accurately costed, compliant and aligned to organizational strategy. The successful candidate will work closely with the Pursuit Team, Estimating, Supply Chain, Legal and Operational Teams to secure profitable and deliverable projects.

Commercial Leadership

  • Lead the commercial strategy for bids, tenders, frameworks, and negotiated opportunities
  • Evaluate and challenge cost and revenue inputs, assumptions, and risk allowances to ensure bids are both competitive and deliverable
  • Perform detailed commercial reviews of tender documents, employer requirements, contract amendments, and scope clarifications

Contract & Risk Management

  • Identify, evaluate, and mitigate commercial, legal, and delivery risks prior to contract commitment
  • Work with legal teams to negotiate amendments to standard and bespoke forms of contract 
  • Ensure proposed terms align with internal governance, commercial policies, and risk appetite
  • Lead contractual qualifications and clarification processes

Bid & Tender Management

  • Attend tender interviews, client meetings, and negotiation sessions as the commercial lead
  • Managing all commercial aspects of new bids including contract analysis, deviations, contracting quilts, risks and opportunities and payment terms

Stakeholder Engagement

  • Work cross functionally to validate bid submissions
  • Support business development teams with early-stage feasibility and bid/no-bid decisions
  • Support the Pursuit Team in developing and presenting commercial recommendations to senior leadership and clients
  • Build strong client, consultant, and partner relationships to support winning work

Governance & Reporting

  • Provide commercial and risk input into the preparation of approval papers to senior leadership teams
  • Ensure compliance with all commercial processes, audit requirements, and risk management protocols

Post-Contract

  • Support post-contract delivery teams with concise contract handovers and project set-up support
  • Other post-contract duties as required 

Qualifications:

  • A degree in Science, Business, Engineering, Law, Finance, Management, or Quantity Surveying (Technology or equivalent) along with appropriate professional qualifications (preferred).

Experience:

  • A relevant number of years of experience in a similar role
  • Deep understanding of different contracting strategies
  • Good knowledge of UK and European site regulations highly desirable
