Context: 

The Operational Resilience Manager reports to the Head of Technology Risk Oversight and is part of the Technology Risk Team, which forms part of the Second Line of Defence in the Non-Financial Risk function. 

The role will provide second line oversight of operational resilience, technology resilience, IT disaster recovery, and business continuity. 

The role is part of a wider team responsible for providing second line oversight of non-financial risk across (1) Technology, (2) Data, (3) Third Party and (4) Operational Resilience, across M&G. 

The role provides advice and challenge to the first line, reviewing the implementation and operation of the non-financial risk framework. 

It also supports regulatory compliance (e.g. FCA, PRA, DORA), contributes to strategic risk insights, and strengthens the organisations ability to withstand and recover from disruption. 

 

Key Responsibilities: 

  • Provide independent second line oversight of the first line’s delivery of operational resilience, including business continuity, technology resilience, and IT disaster recovery. 

  • Provide second line risk opinion on resilience capabilities, identifying material weaknesses, gaps in control design, and areas requiring remediation. 

  • Challenge the first line’s identification, assessment, and treatment of resiliencerelated risks, ensuring alignment with the NonFinancial Risk Framework 

  • Support the effective operation of the NonFinancial Risk Framework, including RCSAs, issues and events, controls, scenarios, and risk appetite monitoring. 

  • Review the strength and appropriateness of NonFinancial Risk controls across all areas of Operational Resilience. 

  • Draft highquality, insightful input for risk reporting, governance committees, and senior management forums. 

  • Provide risk business partnering to First Line and contribute to risk and governance fora with clear, evidencebased challenge. 

  • Maintain effective relationships between the first line and the broader Non-Financial Risk function, engaging with wider Risk teams as required. 

  • Support the operation and maintenance of MetricStream (GRC tool), assisting with data analysis and delivering periodic reporting. 

  • Contribute to and/or lead selected assurance reviews, thematic deep dives, and targeted testing of resilience capabilities.. 

 

Key Knowledge, Skills & Experience: 

  • Experience in oversight of operational resilience, technology risk or IT disaster recovery, preferably within financial services or regulated organisations. (essential) 

  • Good understanding of regulatory requirements (PRA, FCA, DORA) and bestpractice industry standards. (essential) 

  • Ability to interpret and challenge resilience metrics, impact tolerances, and scenario testing outcomes relating to important business services. (essential) 

  • Able to constructively challenge the first line in their identification and assessment of key risks, and in the design and operation of controls. (essential) 

  • Good understanding of the risk environment facing M&G plc or similar financial organisations 

  • Strong analytical and communications skills with the ability to distil complex technical information into clear insights. 

  • Ability to operate as part of a team, but also independently with minimal supervision. 

  • Relevant professional qualifications desirable (eg CBCI, CRISC, CISSP).
