[This is an hourly contract position. ~40 hours per week for two months] 

Spark Advisors is seeking an experienced Contract Marketing Oversight Associate to own our TPMO oversight program end-to-end within the Compliance team. In this role, you will be the subject-matter owner of all marketing and communication materials submitted by our downline agency partners — from intake through final carrier approval — with the authority and judgment to approve, reject, and escalate independently. You will report to Bailey Sutherland, Compliance & QA Supervisor, with informal onboarding support from Pam Harrison. This is an excellent opportunity for a seasoned Medicare marketing compliance professional to run a high-visibility function and directly protect our partners and the beneficiaries they serve.

Key Responsibilities

Marketing & Script Review (50%)

  • Intake & Logging: Receive and log all marketing and communication materials from downline agencies, verifying each submission for completeness and tagging the associated agency and lead vendor.
  • Material & Script Review: Independently review and make final approve/reject determinations on telephonic marketing materials and standalone sales scripts against CMS Medicare Communications and Marketing Guidelines (MCMG) and internal standards, escalating only novel or high-risk interpretive questions.

Carrier Submission & Repository Management (30%)

  • Carrier Submissions: Prepare and submit approved materials and scripts to 6-7 different health plan carriers for their review, meticulously tracking the status of each submission.
  • Repository Management: Maintain the central marketing repository, ensuring all data is accurate and relationships between agencies, vendors, materials, and approvals are correctly linked.
  • SMID Management: Request, track, and log all carrier-assigned SMIDs (Submission IDs) for each approved material, ensuring a complete record for audit purposes.

Program Oversight & Reporting (20%)

  • Lead Vendor Oversight: Own the approved lead vendor list and lead annual vendor audits to ensure compliance with CMS rules.
  • Reporting: Own production of program KPIs and metrics for leadership and carrier partners, pulling data on submission volumes, turnaround times, and approval rates, and flagging trends or risks proactively.
  • Administrative & Ad Hoc Support: Participate in cross-functional meetings with Sales, Platform, and other teams; assist with special audits, escalations, and other AEP-driven work as needed.

Skills, Knowledge, and Expertise

  • Strong understanding of, or a keen willingness to master, CMS regulations, particularly the Medicare Communications and Marketing Guidelines (MCMG).
  • Exceptional attention to detail with excellent organizational and time-management skills.
  • Ability to manage a high volume of detailed tasks and deadlines in a fast-paced environment.
  • Strong verbal and written communication skills, with the ability to convey compliance feedback clearly and professionally.
  • Proficiency with Google Workspace and the ability to quickly learn and master new workflow management tools (e.g., Airtable).
  • A proactive and analytical mindset with the ability to identify issues, find solutions, and contribute to process improvements.
 

Our salary ranges are based on paying competitively for our company’s size and industry, and are one part of the total compensation package that also includes equity, benefits, and other opportunities at Spark. In accordance with New York City, Colorado, California, and other applicable laws, Spark is required to provide a reasonable estimate of the compensation range for this role. Individual pay decisions are ultimately based on a number of factors, including qualifications for the role, experience level, skillset, geography, and balancing internal equity. A reasonable estimate of the current salary range is listed below. We expect most candidates to fall in the middle of the range. We also believe that your personal needs and preferences should be taken into consideration, so we allow some choice between equity and cash.

Base Salary
$60,000$70,000 USD
