Firm Risk Management (FRM) supports Morgan Stanley to achieve its business goals by partnering with business units across the Firm to realize efficient risk-adjusted returns, acting as a strategic advisor to the Board and protecting the Firm from exposure to losses as a result of credit, market, liquidity, operational, model and other risks.
The Executive Director - Market Risk COO role sits in FRM Market Risk. Market Risk Management Division (MRD) independently identifies, analyses, reports and escalates market risk across EMEA, providing robust challenge to the business. The team spans Risk Managers, Stress Testing, Legal Entity Portfolio, Projects and Middle Office (data management).
Primary Responsibilities

  • Create crisp leadership materials (business plans, offsites, townhalls, Board and senior management updates).
  • Lead and coordinate priority change across MRD (strategic initiatives, regulatory deliverables, remediation).
  • Own delivery of the EMEA MRD Non-Financial Risk Assessment (NFRA), aligning with global and regional partners.
  • Manage the Budapest MRD COO team; connect execution across the global MRD COO network.
  • Run the people agenda; workforce planning, onboarding/offboarding, training, talent development and headcount governance.
  • Own audit readiness and control testing; drive timely, sustainable closure of findings.
  • Strengthen the MRD policy and procedures framework to keep pace with business, regulatory and operating-model change.
  • Own the EMEA MRD outsourcing framework, ensuring governance, oversight and regulatory compliance.
  • Own EMEA MRD budget planning, forecasting and cost discipline.
  • Lead Business Continuity planning for the region, meeting firmwide standards and local requirements.
  • Act as EMEA MRD Security Officer, maintaining entitlements and access controls within the market risk governance framework.

FRM is committed to creating and providing opportunities that enable our workforce to reflect diverse backgrounds and views.

Experience

  • Bachelor's degree (or equivalent).
  • 5+ years in risk management/COO, preferably within market risk or a front-office risk function.
  • Proven self-starter with strong judgment; comfortable operating with ambiguity and driving outcomes.
  • Excellent communication and stakeholder management across senior risk, business and control partners.
  • Highly structured and detail-oriented; able to translate complexity into clear, concise outputs (advanced Microsoft Office skills).
  • Strong prioritisation in a fast-paced environment, balancing multiple senior-driven deliverables.
