Job Description
The position is responsible for managing a group of program/ project managers and analysts within the Sensor and Electronic Solutions Business Unit. This position drives program planning, forecasting, execution, and process standardization.
Manages, coordinates, plans, organizes, controls, integrates, and executes a collection of projects. Ensures achievement of financial, schedule, technical, and new business performance objectives. Participates in the support of new business and in the development of financial plans for the company. Models and demonstrates strong leadership in ethics, safety, and security. Must exhibit sound interpersonal skills involving interfacing, coordinating, and negotiating with company personnel, customers, and suppliers; make decisions using sound judgment while complying with policies, procedures, appropriate principles and applicable state and federal laws and regulations.
PRIMARY DUTIES AND RESPONSIBILITIES:

  • Oversees project managers in the execution of multiple projects and contracts to include: hiring and managing staff; organizing, planning and executing work; and controlling program schedules and budgets.
  • Leads Program Teams and facilitates the communication and interaction among project and task managers and other functional staff. Can serve as a liaison between project teams, functions, and line management.
  • Works with the team to develop bid strategies, to include discriminators, technical and management approach, and price to win for new opportunities.
  • Identifies and leads efforts to standardize and improve processes, driving improvements to overall program execution, efficiency, and quality.
  • Tracks program requirements of scope, schedule, and budget closely. Ensures metrics are in place for project management staff to manage closely within these parameters, including internal and external reporting requirements (phase reviews, monthly status reviews, CDRLs).
  • Resolves personnel issues and/ or performance problems amongst program team members.
  • Defines the objectives and strategies of programs, aligns with strategic and company objectives, ensuring all are consistent with customer and contract requirements.
  • Facilitates the timely planning of programs consistent with contractual and technical requirements and objectives.
  • Assigns areas of responsibility for programs and communicates the program plans with supporting organization in a matrixed organizational structure.
  • Conducts regular reviews of program performance, evaluating the current and projected status against the approved plan.
  • Measures and improves program performance through the investigation of improved processes, tools, staff training, facilities, and team dynamics.
  • Performs customer and corporate management briefings on the status and health of programs and contracts.
  • Works with Business Development organization to pursue new business opportunities and maximize relationships with current customers.
  • Plans and adjusts work operations to meet changing and/or emerging program requirements using available resources with minimal impact on work quality or quantity.

Required Education, Experience, & Skills

  • Bachelor's degree plus 10 years of related experience managing programs, personnel, engineering, or other business operations functions.
  • Proven program management experience leading multiple large, technically complex programs.
  • Firm understanding of contracts management, contract types, and how to successfully manage executing projects with diverse contractual requirements.
  • Specific experience with supervising personnel and effectively managing projects and program teams.
  • Program Lifecycle Management - Knowledge of and experience with the progression of opportunities through a phased process and the reviews and metrics associated with assessing progress throughout the program cycle.
  • Programmatic skills in Critical Path Scheduling, Earned Value Management, and Customer interface/ satisfaction.
  • Experience managing full EVMS programs.
  • Experience and training with process improvement tools. Strong understanding of process definition, analysis, and improvement.


Preferred Education, Experience, & Skills

  • PMP certification
  • 15 years or more relevant experience
  • Engineering or STEM degree with background in managing technical program requirements
  • Defense/ Government contract management background
  • International program experience (FMS or DCS)


Salary Min $115,110 - $195,660

Full-Time Salary Range: $115110 - $195660
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
