Job Overview

The IT Project Tech Lead is a strategic professional who stays abreast of developments within own field and contributes to directional strategy by considering their application in own job and the business. This role cover Jira Cloud Migration management, directing wave‑based planning and execution (intake, mapping, sandbox dry‑runs, cutovers, aftercare), drives adoption of the standard template and approved plug‑in catalog, manages dependencies and RAID, and operates CPMC‑aligned governance with auditable evidence (pre/post checks, sign‑offs, and data retention). The Migration Lead delivers governance‑aligned dashboards and executive reporting to ensure timely Consent Order reporting, minimize dual‑running risk and cost, and reduce delivery disruption across FRT siloes.

What you'll do

  • Develops detailed IT work plans, schedules; project estimates, resource plans and status reports.

  • Interfaces with senior project staff and client senior management teams regarding status of projects.

  • Recommends and oversees process improvements.

  • Has considerable business impact through in-depth evaluation of complex business processes, system processes and industry standards.

  • Provides expertise in area and an advanced level of understanding of the principles of IT project leadership.

  • Possesses a comprehensive understanding of how own area and others (i.e., architecture or infrastructure) collectively integrate to contribute towards achieving business objectives.

  • Directly impacts the business by influencing strategic functional decisions through advice, counsel or provided services.

  • Acts as advisor or coach to new or lower level analysts; allocates work.

  • Provides in-depth and sophisticated analysis with interpretive thinking to define problems and develop innovative solutions.

  • Persuades and influences others through and comprehensive communication and diplomacy skills.

  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.

  • Migration lane orchestration via stand up and run the Jira Cloud migration lane for FRT, including wave planning, capacity management, calendars and migration readiness.

  • Assure adoption of the single target Jira Cloud template (issue types, workflows, fields, permissions) and the approved Cloud plug‑in catalog; govern exception requests and minimize schema drift.

  • Lead end‑to‑end migrations using migration tooling. Executing discovery/mapping, sandbox dry‑runs, freeze, cutover, data QA, and aftercare/warranty; maintain cutover runbooks and rollback plans.

  • Operate working groups and GO/NO‑GO forums; maintain auditable evidence (pre/post DQ checks, sign‑offs), manage Root Cause Analysis (RCA) post‑incident, and ensure adherence to governance, change control and policy (CPMC).

  • Apply the baseline 2‑year history migration approach and define archival strategies for older data (attachments, documents, cold storage), preserving traceability for regulatory reporting.

  • Deliver PTS‑aligned executive dashboards, migration KPIs, and status packs; ensure hierarchy/reporting alignment and avoid duplication through reference linkages between PPM systems and Jira.

  • Act as the primary liaison with Finance & Risk Technology leadership and business siloes; organize and working groups; manage resistance to standardization and communicate benefits/impacts.

  • Maintain consolidated RAID logs and dependency maps across projects and platforms; escalate risks/issues early and drive mitigations to protect regulatory timelines.

  • Coordinate training, communications, and enablement clinics; ensure teams can operate effectively on the Cloud standard post‑migration with minimal productivity loss.

  • Oversee Cloud integrations and app strategy (e.g., ScriptRunner , Rich Filters, Plans/Advanced Roadmaps, Zephyr Enterprise, Git integrations) in line with enterprise guardrails.

  • Capture lessons learned from each wave; refine the migration factory cycle, standards, and runbooks to drive predictable throughput and quality

    What we’ll need from you

    • Experience in technology delivery with proven migration leadership in complex or regulated environments

    • Hands‑on familiarity with Atlassian and related 3rd party tooling (e.g. Jira, Confluence, Rich Filters, Advanced Roadmaps,  and enterprise SDLC software e.g. Zephyr, Git

    • Demonstrated ability to administrate Jira and use scripting (e.g. python), API’s and other tools to enable migration activitiesintegrations; ability to rationalize Data Center plug‑ins vs. Cloud capabilities.

    • Demonstrated ability to orchestrate cross‑functional migration waves and operate governance forums (i.e. working groups) under time‑boxed schedules; strong RAID, dependency, and cutover management.

    Education

    • Bachelor’s/University degree or equivalent experience, potentially Masters degree
