ROLE PROFILE:

LSEG Markets combines LSEG’s flagship trading services – London Stock Exchange, LSEG FX, Tradeweb and Turquoise – with LCH, the global leading multi-asset clearing houses, Regulatory Reporting and Post Trade Solutions services. LSEG Markets helps customers across the trade life cycle, ensuring compliance and efficiency in clearing and reporting obligations, while granting access to diverse liquidity pools across various asset classes, fostering growth for customers, communities, and economies worldwide.

Reporting to the Group Head of Operations and Controls, Markets, the Head of First Line Non-Financial Risk (Business Control Officer) is accountable for setting the divisional first line non-financial risk and controls strategy, and for establishing the frameworks, standards and governance that underpin an effective first-line control environment across Markets. The role provides senior leadership on non-financial risk, ensuring risks are identified, owned and managed within risk appetite, while enabling sustainable business growth. The role partners with Markets senior leadership and business heads, COOs, and the business-aligned BCOs and first line NFR resources, as well as Risk, Compliance and Audit, to drive consistent adoption of Group-wide frameworks, tooling and reporting, and to provide clear management information to Markets governance forums.

The role promotes a strong risk culture by setting expectations and accountability, and by supporting Markets leaders to drive proactive risk ownership. The role provides strategic direction and oversight to operational risk and controls resources embedded across Markets businesses and functions, ensuring common methodologies are applied to identify, document and manage non-financial risks and controls. The role represents Markets within the Group BCO community and champions the continuous improvement of standards, tooling, reporting and capability across the embedded BCO population.

KEY RESPONSIBILITIES

• Set the Markets risk and controls culture, establishing clear expectations for first line ownership, accountability, speak up behaviours, capability standards and leadership behaviours, embedded into performance and ways of working.

• Define and operate the Markets first line non financial risk and controls model, setting minimum standards for process documentation, control design and operating discipline, and driving consistency across federated teams aligned to operational resilience and Important Business Services.

• Lead Markets risk identification and emerging risk management, including thematic deep dives and forward looking assessment of material non financial risks.

• Govern first line operational incident management for Markets, ensuring robust classification, root cause analysis, lessons learned, timely remediation and appropriate escalation.

• Own the Markets first line non financial risk organisation design, including establishing and leading Business Control Officer Centres of Excellence (e.g. Operational Resilience, Third Party Risk Management, Business Continuity Management and Financial Crime), transitioning selected specialist capabilities from the businesses, and reinforcing clear first line accountability through effective engagement with second line risk.

• Set and oversee standards for risk assessment activities, including Risk and Control Assessments, providing effective challenge to ensure quality, consistency and comparability across Markets.

• Maintain an enterprise view of the Markets risk and control environment, delivering clear, decision focused management information on key risks, trends and remediation progress to senior leadership and governance forums.

• Provide first line risk leadership for material business change, including strategy execution, technology transformation, process redesign and organisational change, ensuring risk and control impacts are proactively identified and managed.

• Design and continuously enhance the Markets first line control framework, including minimum control standards, key risk indicators, limit frameworks and associated assurance approaches.

• Ensure alignment with Group risk standards, providing pragmatic guidance and guardrails to support consistent, effective implementation across Markets businesses.

• Lead Markets operational resilience planning and delivery, coordinating resilience activities, control enhancements and risk reporting to support effective oversight and risk based decision making.

• Represent Markets in engagement with Group, second line risk and Internal Audit, establishing strong, trusted relationships and clear ways of working to support effective challenge and assurance.

SKILLS AND EXPERIENCE:

• Senior leadership experience in non financial risk and controls within complex regulated environments, with a proven track record of owning and strengthening first line accountability for operational risk, resilience and control effectiveness at enterprise scale.

• Proven experience designing and implementing target operating models, including leading organisation design transitions from federated to more centralised structures, or vice versa, driving end to end delivery of the model, and embedding sustainable ways of working across diverse businesses.

• Demonstrated authority in setting and enforcing risk and control standards, with the confidence and judgement to challenge senior stakeholders, address gaps decisively and drive consistent outcomes across multiple businesses and geographies.

• Strong capability in leading large, matrixed teams through transformation, including building followership, aligning stakeholders behind a clear vision and sustaining momentum through periods of significant change.

• Deep experience embedding a strong first line risk culture, ensuring clear ownership, accountability and decision making across the business, and operating effectively within a multi line of defence model.

• Highly developed influencing and negotiation skills, with the credibility to partner constructively with second line risk, Compliance and Internal Audit while firmly reinforcing first line ownership and accountability.

• Strong analytical and problem solving capability, able to interpret complex risk information, identify themes and emerging issues, and translate insight into clear priorities and actions for senior leadership.

• Exceptional communication and engagement skills, with the ability to articulate complex risk concepts clearly and succinctly to executive audiences, governance forums and regulators.

• Proven delivery focus and organisational effectiveness, with experience coordinating complex, cross functional programmes of work, managing competing priorities and delivering outcomes at pace.
