Capital.com is hiring a Compliance Officer & Money Laundering Reporting Officer (MLRO) for our UK crypto business. This is a core function under the UK’s MLR2017 crypto registration framework. You’ll lead the compliance and financial crime framework across all crypto services offered by the firm.

You’ll act as the key point of contact for the FCA, NCA and other authorities on all matters relating to financial crime, and be responsible for the end-to-end design and ongoing ownership of our financial crime controls, risk assessments, transaction monitoring, and suspicious activity reporting.

You will also be responsible for ensuring the firm’s compliance with the UK financial promotions (s.21) regime, including related rules in COBS 4, PRIN, and FG23/3. As the UK crypto regulatory landscape evolves, you’ll take the lead in interpreting new requirements, advising the business on implementation, and maintaining proactive engagement with the FCA and other relevant stakeholders.

This is both a strategic and hands-on role: you will design, implement, and lead scalable Compliance and Financial Crime functions tailored to a fast-growing, regulated cryptoasset business. Working closely with senior stakeholders across Compliance, Legal, Product, and Technology, at both the UK entity and Group level, you will ensure compliance is embedded into business processes and decision-making from the ground up. You’ll play a key role in shaping the compliance culture, driving risk-informed policies, and delivering regulatory-grade oversight of our systems, data, and operations.

MLRO Accountabilities and Financial Crime Oversight:

  • Act as a Nominated officer under MLR2017.
  • Own the firm’s AML/CTF/CPF framework, including internal policies and procedures for onboarding/offboarding, monitoring, escalation, reporting, and record-keeping.
  • Maintain and continuously update the BWRA (Business-Wide Risk Assessment) and CRA (Customer Risk Assessment), tailored to the firm's risk profile.
  • Oversee internal SAR reviews and submissions to the NCA, including post-filing engagement and internal governance reporting.
  • Serve as the main FCA liaison for AML/CTF/CPF queries, thematic reviews, and supervisory meetings.
  • Ensure CDD reliance on Capital.com meets MLR2017 requirements, including appropriate reliance agreements and control mapping.
  • Build and lead the Financial Crime team, managing general and crypto-specific risks including: AML/CTF/CPF, sanctions, PEPs, transactional fraud, on-chain activity, market abuse (where relevant).
  • Define and enforce crypto transaction monitoring rules using tools like Chainalysis or Crystal. Approve rule thresholds, tuning, and alert review standards.
  • Lead reviews of high-risk clients and crypto transaction patterns, including wallet behaviour, geography, and source of funds.
  • Own escalation procedures and internal governance updates related to financial crime matters (e.g., weekly ML alerts report to ExCo, quarterly risk committee updates).
  • Integrate financial crime risk management into product design, crypto flow architecture, and API-based onboarding with Capital.com.
  • Oversee and conduct financial crime training across the firm - tailored by role and updated regularly.

Regulatory and Compliance:

  • Lead the firm’s compliance with the UK financial promotions regime, including oversight of all cryptoasset-related promotions under FSMA s.21, COBS 4, PRIN, and FG23/3.
  • Conduct ongoing horizon scanning of UK and international regulatory developments relevant to cryptoassets, financial services, and digital finance; assess impact and advise senior management accordingly.
  • Maintain and implement the firm’s Compliance Monitoring Programme (CMP), including risk-based thematic reviews and controls testing aligned with FCA expectations.
  • Own the compliance framework for client onboarding, complaints handling, conflicts of interest, conduct risk, and consumer protection.

Requirements:

  • 5+ years of experience as MLRO or Deputy MLRO / Compliance officer in a UK cryptoasset firm, PSP, EMI, or investment firm with crypto exposure.
  • Deep knowledge of UK MLR2017, FATF standards, JMLSG guidance, and FCA crypto registration expectations.
  • Hands-on experience with crypto AML tooling and monitoring systems (Chainalysis, Elliptic, Crystal).Proven track record in SAR management and FCA/NCA engagement.
  • Able to draft and maintain BWRA, CRA, and AML/CTF policies tailored to crypto activities.

Nice to have:

  • ICA Diploma in Financial Crime or AML, CAMS, CFCS or equivalent certification.
  • Experience operating within API-reliant onboarding and CDD models.
  • Familiarity with custodial wallet infrastructure, Fireblocks, and transaction flow design.
  • Previous approved by the FCA for SMF17 (MLRO)Exposure to cross-jurisdictional crypto compliance (MiCA, VARA) is a bonus.
