About the team you’ll be part of

The Digital Regulation Cooperation Forum (DRCF) brings together the major UK regulators tasked with regulating digital services – the Competition and Markets Authority (CMA), the Financial Conduct Authority (FCA), the Information Commissioners Office (ICO) and the Office of Communications (Ofcom) – so that they can collectively drive greater regulatory co-operation, in order to deliver coherent approaches to digital regulation, explore emerging policy challenges in the digital space in a collaborative way and develop the skills and capabilities needed to carry out their functions in online markets. The work of the DRCF is supported by the DRCF Core team which is formed of employees from each of the four DRCF member regulators.

The purpose and scope of the role

We are looking for a Communications Strategy Manager who, as an Ofcom employee, would join the DRCF Core team and take ownership of developing the DRCF communications strategy, own the DRCF narrative and maximise its digital channels to best demonstrate impact of DRCF’s role and its work to a range of audiences while protecting DRCF and member regulators’ reputation.

Your Key Responsibilities

  • Leading the development and delivery of the external communications strategy for the DRCF, including proactively identifying opportunities to maximise impact with media and industry through a range of channels and activities, including events, interviews, podcasts, newsletters

  • Chairing the external comms network across the member regulators to share upcoming milestones across the four member regulators and phase plans for optimal delivery

  • Building strong working relationships with the Ofcom comms (home) team to establish regulatory comms best practice

  • Owning and sculpting the DRCF narrative to ensure it resonates with a wide range of target audiences

  • Leading the development of the DRCF social media strategy including developing plans to achieve maximum impact with target audience groups for DRCF outputs and events

  • Owning the DRCF website and the related governance processes, ensuring it offers the best user journey, working with the IT/design/website team as required and quality controlling the content for relevance by understanding the audience’s needs

  • Driving the internal communications strategy to showcase the DRCF’s work across member regulators, through a range of channels including staff events, newsletters and intranets.

The skills, knowledge and experience you’ll need for success

  • Communications expertise: proven experience in independently leading and delivering effective communications strategies in complex policy environments; and experience in conveying complex information through a range of communications channels to a variety of audiences.

  • Harmonising Work - Stakeholder engagement: proven experience in engaging with internal and external stakeholders, including the ability to collaborate and negotiate confidently with senior stakeholders.

  • Executing Plans - Project management: a self-starter, excellent organisational skills, and experience in driving initiatives from start to finish in multi-stakeholder environments, and delivering to time in fast-moving environment, proactively managing conflicting priorities, and planning your own work effectively.

  • Digital content: proven experience in understanding the user journey online to develop and deliver high quality digital content.
