Job Description

Job Summary

We are seeking an experienced and detail-oriented Cost Manager - Procurement to lead procurement cost management activities across projects. The role will be responsible for vendor sourcing, strategic procurement, commercial negotiations, cost optimization, budgeting support, and contract management while ensuring timely procurement of materials and services in line with project requirements.

The ideal candidate should possess strong commercial acumen, procurement expertise, vendor management skills, and experience in handling large-scale construction, fit-out, infrastructure, or real estate projects.

Key Responsibilities

Procurement & Vendor Management

  • Manage end-to-end procurement activities for project materials, equipment, and subcontract packages.
  • Identify, evaluate, and onboard qualified vendors and suppliers.
  • Develop and maintain a preferred vendor database.
  • Conduct RFQs/RFPs, bid evaluations, and techno-commercial assessments.
  • Lead commercial negotiations to achieve cost savings and favorable contract terms.

Cost Management & Budget Control

  • Prepare cost estimates and procurement budgets.
  • Monitor project procurement costs against approved budgets.
  • Analyze procurement spend and identify cost optimization opportunities.
  • Drive value engineering initiatives without compromising quality and timelines.
  • Prepare cost comparison statements and procurement analytics reports.

Contract & Commercial Management

  • Review, negotiate, and administer purchase orders and contracts.
  • Ensure compliance with company procurement policies and contractual obligations.
  • Coordinate with legal and commercial teams for contract finalization.
  • Track contractual deliverables, payment milestones, and claims.

Stakeholder Coordination

  • Collaborate with project teams, engineering, commercial, and finance departments to understand procurement requirements.
  • Participate in project planning and procurement strategy discussions.
  • Provide timely procurement updates to project stakeholders and management.

Risk & Compliance

  • Monitor market trends, supplier performance, and pricing benchmarks.
  • Mitigate procurement risks related to cost escalation, supply chain disruptions, and vendor dependencies.
  • Ensure compliance with procurement governance, audit requirements, and ethical sourcing practices.

Qualifications

Required Qualifications

  • Bachelor's Degree in Engineering, Quantity Surveying, Supply Chain Management, Procurement, or a related field.

Required Experience

  • 8-10 years of experience in Procurement and Cost Management.
  • Experience in Construction, Real Estate, Infrastructure, Data Centers, Industrial Projects, PMC, EPC, or Interior Fit-Out projects preferred.
  • Proven experience in managing large procurement budgets and vendor relationships.
  • Exposure to contract management and commercial negotiations.
