Role Overview

As a Compliance Manager (Market Abuse Surveillance), you will assume full ownership of the global surveillance function for the organization. Based in London, you will be responsible for the end-to-end market abuse surveillance process for trading activity on-exchange and over-the-counter (OTC) across EMEA, APAC, and the US. You will ensure the surveillance program is robust and effective across all jurisdictions and asset classes—with particular emphasis on high frequency trading (HFT), exchange-traded derivatives (including options), and cash equities. You will optimise surveillance system parameters, manage alerts and investigations, and act as the primary contact for internal and external stakeholders globally.

Key Responsibilities

  • Global Function Leadership: Take full ownership and provide strategic oversight of the global market abuse surveillance program, ensuring effective risk detection and compliance with regulatory requirements across EMEA, APAC, and the US.
  • Surveillance System Optimisation: Lead the adjustment and optimisation of parameters in surveillance systems to ensure they are calibrated to evolving trading strategies (especially HFT), global products, and market abuse typologies.
  • Comprehensive Monitoring: Oversee surveillance across all relevant asset classes (including HFT, exchange-traded derivatives, options, cash equities, and OTC products) and jurisdictions, proactively identifying, escalating, and resolving potential market abuse.
  • Alert & Investigation Management: Manage the complete lifecycle of surveillance alerts, from review and investigation to escalation and closure, with thorough documentation.
  • Risk Assessment (MARA): Lead Market Abuse Risk Assessments (MARA) globally, using findings to enhance systems, controls, and surveillance methodology.
  • Regulatory Escalations: In the UK, prepare and submit Suspicious Transaction and Order Reports (STORs) and market observations to the FCA. In other jurisdictions, ensure accurate reporting/escalations to local exchanges or regulatory authorities based on jurisdictional requirements.
  • Stakeholder Engagement: Serve as a key contact for trading desks, regional compliance functions, and regulators or exchanges worldwide, providing subject matter expertise and guidance.
  • Global Reporting & MI: Produce and deliver clear, insightful management information (MI), analytics, and reports to the Head of European Compliance and senior management, highlighting global trends, risks, and recommended actions.
  • Technical Investigation Support: Utilise technical skills (SQL, Python) to support investigative efforts and data analysis as required.

Desirable Skills & Experience

  • Minimum 7 years’ experience in compliance surveillance or trading controls, with significant exposure to global markets and HFT environments.
  • Proven experience in parameter adjustment and optimisation for market abuse surveillance platforms.
  • Extensive knowledge of Market Abuse Regulation (MAR), UK/EU market conduct rules, and strong familiarity with regulatory requirements in EMEA, APAC, and the US.
  • Deep product knowledge of exchange-traded derivatives (including options), cash equities, OTC products, and both on-exchange and OTC trading.
  • Demonstrated ability to conduct and enhance Market Abuse Risk Assessments (MARA) globally.
  • Proven track record of managing, escalating, and resolving surveillance alerts and investigations in a global context.
  • Strong relationship-building skills with front office, regulators, and internal compliance colleagues across regions.
  • Technical proficiency in SQL and/or Python to support investigations and advanced data reviews (not as the core surveillance focus).
