Within JCDecaux UK, the Business Transformation & Programme Office Director
has responsibility for leading technology-enabled business transformation and overseeing the IT change portfolio and programme office. It has the responsibility for the scoping, management and delivery of integrated technology transformation projects supporting the business to realise its vision for growth and efficiency.
The role ensures that strategic programmes and projects across JCDecaux UK are prioritised, governed and delivered effectively, supporting the business to realise its vision for growth, efficiency and high service levels to all internal and external stakeholders.
In doing so, the role plays a key part in leading and embedding JCDecaux UK’s Vision and Mission – our Vision of “Redefining real attention in the real world” and our Mission “To pioneer real world communications through the progressive use of technology, innovation, and an unrivalled understanding of clients and consumers.”
The role reports to the Chief Technology and Innovation Officer (CITO), deputises for them when required, and works alongside Service Delivery and Technical Solutions Directors. It is supported by, and has management responsibility for, core change and portfolio capabilities:
• Business Analysis – Senior Business Analysts and Business Analysts, aligned to divisions, carrying out scoping and requirements definition for product, service and process change.
• Project Management – Senior IT Projects Managers and Projects Managers, overseeing complex, high-value initiatives and the overall IT change portfolio, including standards, reporting and governance.
The role also works in close partnership with other teams within the IT division (e.g. Digital, Data, Architecture, Applications, Service Delivery) to ensure projects move smoothly from scoping through development into production, with strong business engagement, adoption and measurable outcomes.

What you'll be doing...

Technology & Transformation Strategy

  • Understand the strategic and tactical challenges submitted by the different business areas and translate them into a clear, prioritised IT and transformation roadmap.
  • Ensure the IT and transformation roadmap actively supports JCDecaux UK’s Vision – “Redefining real attention in the real world” – and Mission to pioneer real world communications through the progressive use of technology, innovation, and an unrivalled understanding of clients and consumers.
  • Support the implementation of AI technologies both in ways of business transformation and cultural change.
  • Anticipate the changes required to reflect the company’s strategy and oversee the development plans for the IT division and transformation portfolio.
  • Support business units and their leaders in understanding and analysing functional requirements to improve performance and efficiency of business processes, people, data, applications and systems.
  • Scope and prioritise projects and initiatives required to deliver transformation within the yearly IT budget, balancing value, risk, cost and capacity.

Programme & Portfolio Management

  • Own planning, tracking and progress reporting for the IT and transformation portfolio and associated projects to the CITO, UK Board and corporate stakeholders as appropriate.
  • Provide an integrated overview of change activity, performance, risks and dependencies across Service Delivery, Technical Solutions and Business Transformation.
  • Focus on resource management across multiple delivery teams, ensuring the right skills are allocated to the right priorities.
  • Support and enable the IT division to drive individual projects through to completion, providing subject matter expert support and senior escalation as required.
  • Seek to improve change management capabilities by understanding current weaknesses and embedding industry best practices, methods and tools.

Budget Management

  • Prepare and manage the IT Division budget in conjunction with the CITO and Finance Business Partner, allocating resources effectively and controlling costs.
  • Monitor and report on financial performance of the IT division and transformation portfolio.
  • Identify opportunities for cost optimisation and improved resource utilisation.

Supplier Management

  • Forge and maintain effective relationships with suppliers, including software vendors, IT service companies, telecom operators, contractors and consulting firms.
  • Own the end-to-end management of high‑value contracts: lead strategic reviews, negotiate renewals, and ensure JCDecaux is fully protected while optimising commercial terms to advance the company’s long‑term interests.
  • Ensure supplier performance, contracts and service levels meet business needs and deliver value for money.

Change Leadership

  • Enable business managers to realise identified benefits and embed business changes and new ways of working arising from technology projects.
  • Embed new technology into business as usual, working with change champions and line managers to drive adoption.
  • Support and facilitate required policy generation, communication and training documentation to enable technology and process change.

Business Architecture & Alignment

  • Liaise with the business to identify and agree areas of potential improvement or transformation, and the associated benefits case, risks and investment required.
  • Apply a structured business architecture approach and methodology for capturing key views of the enterprise (goals, processes, capabilities and data).
  • Capture tactical and strategic enterprise goals that provide traceability through the organisation and are mapped to metrics that provide ongoing governance.
  • Help define strategic, core and support processes that cross functional and organisational boundaries, identify external entities (customers, suppliers, systems) interacting with the business, and recommend improvements.
  • Work with technical and data teams to understand the data shared across the enterprise and the relationships between data types.

Operational Activities

  • Be responsible for the quality and consistency of service delivered to business units by the IT division, ensuring projects are correctly managed, requirements identified, budgets maintained and delivery on time.
  • Actively liaise with Corporate IT to ensure the UK division is delivering projects that align with global policies, architectures and standards.
  • Act as escalation point for serious incidents across the IT division and ensure they are managed, communicated and reviewed effectively.
  • Represent the division in business continuity planning and implementation; develop and maintain IT business continuity and disaster recovery plans to ensure data integrity and system availability.

Team Management

  • Plan and organise the activities of the Business Analysis, Programme/Project Management and related central teams, work towards continual improvement of team efficiency and effectiveness.
  • Balance workloads according to the volume of activity across the portfolio, reporting on progress and identifying issues requiring resolution.
  • Identify and negotiate objectives and resources (human, financial, etc.) needed for projects and programmes and propose solutions for improving team productivity.
  • Provide full line management, including objective setting, performance and pay reviews, coaching and development planning.

Quality, Governance & Compliance Management

  • Oversee relevant external certifications (e.g. ISO, IAS) and ensure compliance with applicable laws, regulations and industry standards related to IT, security and data management.
  • Ensure standard operating procedures (SOPs), project standards and governance frameworks are defined, followed and auditable across the division.
  • Promote and adhere to a philosophy of continuous improvement by examining outcomes of processes, programmes and projects, regardless of positive or negative results.
  • When audits or reviews find non-adherence, ensure corrective actions are agreed and completed in a timely manner.

Stakeholder Management

  • Manage regular meetings with business stakeholders to review programme and portfolio progress, priorities and issues.
  • Communicate with project stakeholders at all levels, tailoring messages for both technical and non-technical audiences.
  • Forge and strengthen relationships with the business, acting as a trusted advisor on technology-enabled change.
  • Communicate issues, risks and dependencies at both project and business unit level, providing clear recommendations.
  • Organise and coordinate effective relationships with directors and managers of business units using the Information System; define required levels of service (performance, availability, etc.) and discuss improvements.

A little about you….

  • Educated in a Business, IT or Engineering related field.
  • MBA education – preferred.
  • Project / programme management qualification (PRINCE2, APM, MSP, etc.) or relevant equivalent experience.
  • ITIL, TOGAF or equivalent enterprise service / architecture standard qualification or relevant experience is an advantage.
  • IT leadership experience, with a strong track record of successful technology management and transformation.
  • Experience in running sizeable teams or divisions and leading multi-disciplinary teams (e.g. BAs, PMs, PMO, technical teams).
  • Experience of working independently and with limited managerial oversight, including deputising for a CIO/CTO/CITO or equivalent.
  • Proven experience managing IT budgets and vendor relationships.
  • Ability to look beyond existing methodologies and own discipline to define and resolve complex problems.
  • Vast experience in negotiation of high-profile contracts.
  • Experience engaging with senior business leaders to influence their plans and adoption of new solutions and ways of working.
  • Excellent leadership and communication skills, including the ability to articulate technical and complex concepts to non-technical stakeholders and to motivate and inspire diverse teams.
