A bit about the role....

The Lead BI Business Analyst ensures lottery-focused data solutions—encompassing ticket sales analytics, draw-based insights, compliance reporting, and user-facing dashboards—are strategically aligned and technically robust. This role involves mentoring reporting Business Analysts, overseeing both functional and technical BI roadmaps, and applying a hands-on approach with Power BI (or comparable reporting tools). The successful candidate will balance the regulatory nature of lottery operations with the iterative development of analytics capabilities, empowering business stakeholders toward a more data-driven culture.

What you’ll be doing…

1.     Mentorship & Team Leadership

  • Provide guidance and coaching to reporting Business Analysts—establishing best practices, troubleshooting complex reports, and standardizing documentation.
  • Foster a collaborative, growth-oriented environment that encourages knowledge sharing and continuous improvement within the BI team.

2.     Maintaining BI Roadmaps (Functional & Technical)

  • Define and own a roadmap for ongoing enhancements to dashboards, data transformations, and self-service analytics.
  • Align short-term deliverables (quick wins, user requests) with strategic initiatives (long-term data platform expansions).

3.     Hands-On Reporting & Power BI Expertise

  • Serve as the go-to authority for Power BI (or equivalent tools), including data modeling, DAX queries, and performance optimization.
  • Partner with data engineers to design efficient data pipelines supporting advanced reporting features (incremental refresh, near real-time data).

4.     Lottery-Specific Business Analysis

  • Collaborate with marketing, finance, and lottery operations to capture requirements (e.g., game performance dashboards, retailer insights) and translate them into reporting solutions.
  • Balance user needs for agile analytics with regulatory or compliance mandates.

5.     Data Quality & Governance

  • Ensure robust data accuracy and access controls for all published reports—particularly around potential winner anonymity or regulated data sets
  • Support or refine data governance processes, upholding lottery guidelines and internal policies.

6.     Project Delivery & Stakeholder Engagement

  • Manage end-to-end analytics projects—from initial scoping and backlog management to user acceptance testing (UAT) and production rollout.
  • Coordinate with cross-functional teams, providing status updates and addressing risks promptly.

7.     User Enablement & Self-Service

  • Drive training programs, user demos, and lunch-and-learn sessions to enhance data literacy.
  • Promote self-service BI adoption—identifying relevant data sets, designing intuitive dashboards, and streamlining user permissions.

Key Measures of Success:

1.     Timeliness & Quality of Deliverables

  • BI initiatives (e.g., compliance dashboards, draw analytics) delivered on schedule, with minimal post-deployment rework.

2.     Stakeholder Satisfaction & Adoption

  • Positive feedback from lottery ops, finance, marketing on report utility, clarity, and easy navigation.
  • Growth in self-serve analytics usage, reducing reliance on ad hoc requests.

3.     Data Accuracy & Regulatory Alignment

  • Strict adherence to lottery regulations (e.g., anonymized data for winners) in all reporting solutions.
  • No major data quality issues or compliance incidents.

4.     Mentorship & Team Performance

  • Improvement in reporting business analysts’ technical/reporting competencies, reflecting the Lead BA’s coaching and guidance.
  • Evidence of consistent methods across the BI function (e.g., standardized documentation, uniform best practices).

5.     Roadmap Progress & Innovation

  • Steady advancement of both functional (dashboard enhancements, user stories) and technical (data architecture improvements) items in the BI backlog
  • Delivery of new features (e.g., advanced AI visuals, incremental load strategies) that enhance the data platform’s overall value.
Key Skills and Experience:

1.     8+ Years in BI/Analytics

  • Proven track record in data analysis, dashboard development, and stakeholder management within a regulated environment (lottery or similar domain advantageous).

2.     Expertise in Reporting Tools (Power BI Preferred)

  • Hands-on proficiency with data modeling, DAX, performance tuning; ability to mentor others on advanced capabilities.
  • Familiarity with other BI or data visualization platforms (Tableau, Qlik) beneficial.

3.     Project Delivery & Documentation

  • Experience leading BI projects end-to-end, producing user stories, acceptance criteria, backlog items, etc.
  • Comfortable with agile or hybrid project methodologies (sprints, stand-ups, demos).

4.     Leadership & Communication

  • Strong interpersonal skills to coach reporting Business Analysts, unify best practices, and drive cross-functional cooperation.
  • Aptitude for simplifying technical concepts and championing data-driven decision-making among business stakeholders.

5.     Data Governance & Compliance

  • Awareness of regulatory constraints (especially in a lottery setting), ensuring solutions respect data privacy rules and compliance guidelines.

6.      Additional Qualifications

  • Microsoft Power BI certifications (e.g., DA-100 / PL-300: Analyzing Data with Microsoft Power BI) are highly preferred.
  • Lottery domain experience is preferred, given familiarity with unique data structures, compliance considerations, and reporting nuances within the lottery industry.
  • Prior experience working with enterprise-level BI implementations in a fast-paced or startup-like setting is a plus.
